About The Position

Description Provide analysis and support to assigned operational program area. To support the construction program by providing specialized technical instruction and guidance in multiple areas. How you will contribute: Contracts: Supervise origination of contract specifications, notes or documents and monitor and maintain database of notes and special provisions. Meet with stakeholders to determine needs based on engineering strategies, functionality, cost restrictions, materials or specialty construction availability. Analyze construction plans, specifications, design standards for need of other project notes or provisions. Monitor specification development in the evaluation, analysis process. Revise index of standard specification revisions. Determine instructions, time, and implementation for use. Provide technical supervision, review and authoritative oversight for in-house road and bridge design engineers or consultant generated specifications. Direct and authorize corrections, revisions to include in advertisement ready contract documents. Originate or supervise preparing general notes governing plans. Post memorandums of understanding between VDOT, contractors, plan sketches. Documentation Updates: Originate revision, update and addition to VDOT Construction Division. Supervise revisions, updates or additions to VDOT’s Specification book. Develop and author contract requirements to procure publication services. Monitor publication process for compliance to contract requirements and jointly authorize payment for publication services. Originate policy and procedural memoranda to clarify needs. Establish guidelines for compliance, determine means and clarify measurement and payment basis for specific items of construction or maintenance work. Assist in the revisions of other division publications such as the construction manual, claims manual, phased inspection manual and others. Financial Monitoring and Management: Monitor, conduct budget analysis on multi-million dollar projects, expenditures, revenues, funding sources. Research charges; resolve financial discrepancies. Assist with estimates; monitor, resolve issues in automated systems. Compile cost data; identify cost saving; prepare financial, programmatic reports. Monitor federal financial authorizations; review cost reimbursement agreements, funding transfers, disbursements. Prepare invoices; manage, monitor payment to consultants and private partner reimbursements. Monitor engineering, right-of-way, construction project’s financial performance; advise on potential shortfalls. Prepare financial reports from data or summary information to management. Monitor, revise internal budgets; reconcile funding; generate procedures for project finance functions. Execute consultant and utility voucher transactions, travel, and petty cash reimbursements, invoices; manage payments for state, local reimbursements. Project Support: Enter projects in IPM. TIP and STIP amendments, adjustments are processed, federal authorizations obtained; identify funding; establish project schedules. Coordinate informative project meetings. Compile project schedule, meeting documentation; prepare correspondence; maintain project files. Prepare and develop graphs, presentations. Determine compliance, policy procedures. Provide Cardinal assistance and support. Evaluate integrity of operating systems; train staff on data retrieval. Ensure procurements meet guidelines. Oversee, resolve issues of internal audit business practices. Ensure program compliance. Prepare financial, project performance reports. Prepare budgets for distribution and review by PPTA partners. Process consultant, contractor vouchers and travel, petty cash reimbursements. Prepare updates to project financial plan. Develop, maintain and update Six Year Plan (SYP). Technical Expertise: Provide senior level technical expertise on large, complex, multi-phase construction projects in the preparation and development of job specifications and related contract documents. Represent Division as technical advisor on VDOT and Construction industry committees. Provide technical expertise on specification interpretation, determination of specific use in a wide variety of project applications, or the need for revised or new specifications, plan notes or related legally binding contract documents. Research and analyze construction engineering design standards, products, methods, procedures and government legislation, regulations, policy and procedures. Ensure specifications, notes and contract documents align with current construction standards and legally binding contract document requirements for complex, unique or specific maintenance and construction projects. Training and Support: Answer general questions, provide instruction and security access. Provide training for all modules and specifically preliminary engineering in Transport. Develop user training materials and user guides and order training materials as needed. Conduct classroom instruction as well as Train-the-Trainer. Assist with helpdesk calls, technical aspects related to Transport and electronic publications. Interact with vendors and employees during procurement requests.
