About The Position

Los Medanos College (LMC), in partnership with Contra Costa County and the Antioch Chamber of Commerce Foundation, seeks an experienced consultant to lead the East County Nonprofit Capacity Building Program, a $1 million, three-year initiative designed to strengthen the nonprofit ecosystem in East Contra Costa County. The initiative serves nonprofits operating in Bay Point, Pittsburg, Antioch, Oakley, Brentwood, Byron, Discovery Bay, Knightsen, and Bethel Island and runs through October 31, 2028. The project manager will provide strategic leadership for the design, launch, and implementation of an integrated capacity-building model that develops current and future nonprofit leaders while expanding organizational effectiveness among small- and medium-sized nonprofits, particularly those serving low- to moderate-income and historically underserved communities. Working collaboratively with Los Medanos College, the Antioch Chamber of Commerce Foundation, and an advisory group of nonprofit leaders and curriculum experts, the project manager will guide the development of: Educational programming, including fee-based seminars, free workshops, and academic coursework that stacks toward certificates and degrees in nonprofit leadership and management; Capacity-building grant program that supports paid internships and targeted capacity-building projects; Leadership development, including a cohort-based experience for mid- to senior-level nonprofit staff focused on executive skills, mentorship, and peer learning; and A Nonprofit Resource Hub that promotes nonprofit entrepreneurship, shared learning, and cross-sector collaboration. The project manager will ensure alignment across program components, integrate workforce and higher education pathways, center equity and community impact, and support long-term sustainability of the initiative. This Professional Expert position will manage LMC's public-private partnership with the Antioch Chamber of Commerce Foundation to increase nonprofit capacity across East Contra Costa County. This project is funded by a grant from Contra Costa County using revenue from Measure X (2020). The grant term is November 1, 2025 through October 31, 2028. Hybrid - Partial remote work with negotiated office time at Los Medanos College (Pittsburg campus). Some travel and work at community sites across East County will be necessary.

Requirements

  • Bachelor's degree in Business, Project Management, Public Administration, Education Administration, Nonprofit Management, or related field; Master's preferred.
  • Five (5) years of progressively responsible project management experience leading multi‑stakeholder initiatives, preferably in education, workforce development, or the nonprofit sector.
  • Demonstrated experience managing grant-funded projects, including invoicing, deliverables tracking, and formal reporting to public agencies.
  • Principles and practices of project management, stakeholder facilitation, and strategic planning.
  • Grant compliance and county contracting requirements, including invoicing, documentation, and audit readiness under General Conditions.
  • Community college operations (credit/noncredit, Contract Education), and curriculum development workflows (collaboration with faculty/academic governance).
  • Nonprofit sector operations, capacity building frameworks (tactics, talent, tools), and internship program design.
  • Modern office software and project tools (e.g., MS Office, spreadsheets, databases).
  • East Contra Costa County region or similar communities
  • Coordinate complex, multi-year program deliverables across education, grants, internships, cohort programming, and resource hub development.
  • Build strong relationships with diverse stakeholders; convene advisory groups; facilitate meetings and public presentations.
  • Prepare accurate quarterly invoices and annual reports with supporting documentation and budget reconciliation.
  • Analyze and evaluate program outcomes; adjust plans based on formative/summative findings.
  • Demonstrate understanding of, sensitivity to, and respect for the diverse academic, socio‑economic, race, ethnicity, gender identity, sexual orientation, age, mental or physical disability, and religious backgrounds of all students, faculty, staff, and partners.

Responsibilities

  • Develop and maintain a comprehensive project plan, timeline, and budget tracking aligned to Service Plan and Payment Provisions in the contract; ensure milestones are met across all program components.
  • Convene and staff an advisory group of nonprofit employers/SMEs) to inform curriculum and grant design. Serve as primary liaison among LMC units (Instruction, Community Education, Business Services), the Antioch Chamber Foundation, county staff, and external partners.
  • Coordinate development and delivery of on demand, fee-based community education seminars (ongoing through the contract) and live, no cost nonprofit management workshops across East County.
  • Support faculty and college processes to develop credit/noncredit courses that stack toward state recognized certificates and associate degrees, ensuring offerings appear in LMC's schedule; facilitate Contract Education courses.
  • Oversee the design and administration of small grants for paid internships and capacity-building projects; verify eligibility of awardees.
  • Ensure grantee interns enroll in an LMC work experience course (e.g., BUS 180) for faculty mentorship; coordinate employer partnerships, student matching, and compliance.
  • Develop and pilot a nonprofit leadership cohort in Year 2; fully implement in Year 3.
  • Coordinate planning and launch of a nonprofit resource hub for collaboration and shared learning no later than Year 3.
  • Prepare and submit quarterly invoices to the County with itemized hours, deliverable documentation, expenditure reports, and proof of payment for reimbursable expenses (e.g., payroll, subgrant awards).
  • Receive and submit subgrantee invoices for payment by LMC Business Services unit.
  • Produce an annual program report including narrative, fiscal reporting, and evaluation (formative Years 1-2; summative Year 3).
  • Administer participant surveys (students, interns, grantees, cohort members) and track both leading metrics (courses, enrollments, grants, interns) and lagging outcomes (nonprofit count, revenue, services provided, leadership capacity).
  • Maintain records and audit readiness.
  • Create clear communication plans, materials, and “calls to action”; present to boards, councils, and community groups; share best practices and connect related initiatives.
  • Monitor contractual obligations, timelines, and special conditions; identify risks and mitigation strategies; ensure adherence to county, district, and college policies, including required insurance and nondiscrimination.
