About The Position

The Professional Engineer 2 (Civil/Transport) position at the New York State Thruway Authority involves overseeing the Structural Design Bureau and managing various engineering projects related to bridge and architectural design. The role requires a licensed professional engineer to supervise staff, manage project delivery, and ensure compliance with design standards and policies. Requirements

  • Current New York State employee with one year of qualifying permanent service allocated to a Grade 27 or above.
  • Eligible for transfer under Section 70.1 of the NYS Civil Service Law.
  • Current New York State Thruway Authority employee with one year of qualifying permanent service as a Professional Engineer 1 (Civil/Transportation).
  • Possess a New York State Professional Engineer's license with current registration.
  • Candidates for provisional appointment must take the New York State Department of Civil Service exam for this position.

Responsibilities

  • Assist in the management of the Structural Design Bureau, including the Architectural Design and Metals Unit.
  • Supervise professional staff including licensed professional engineers and support staff.
  • Provide construction support and engineering advice related to bridge hits and emergency situations.
  • Manage staffing resources including hiring, training, and staff development.
  • Oversee the delivery of capital program projects from scoping to letting, including environmental review and design phases.
  • Assign projects to staff and consultants, monitor budgets and schedules, and resolve project issues.
  • Oversee in-house and consultant design activities for bridge and architectural projects.
  • Direct and coordinate plan reviews and perform quality control/assurance for project designs.
  • Facilitate management of large complex capital projects requiring multi-agency coordination.
  • Prepare monthly and annual work schedules and status reports; develop proposals and budget estimates.
  • Manage consultant design agreements and serve on the Consultant Selection Committee.
  • Review and develop design policies, procedures, and standards for infrastructure design.
  • Supervise the Authority's Structures Technical Committee (STC) and direct staff in analyzing new design techniques.
