About The Position

The Proposal Manager / Senior Proposal Writer is responsible for the strategic development, coordination, and oversight of proposal content and compliance in support of Facility Services Management, Inc.’s business development objectives. This position manages proposal strategy from receipt of solicitation through final submission and serves as a key contributor to the company’s growth, competitive positioning, and profitability. The primary duty of this role is non-manual, office-based work directly related to the management and general business operations of the organization. The position exercises discretion and independent judgment on matters of significance , including proposal strategy, content development, compliance decisions, timelines, and coordination with senior leadership and subject matter experts (SMEs).

Requirements

  • Associate degree or equivalent combination of education and relevant experience.
  • Minimum of three (3) years of experience in proposal development, business development support, technical writing, or a related professional field.
  • Demonstrated experience managing complex proposal documents and coordinating cross-functional contributors.
  • Extensive knowledge of proposal processes and business development operations.
  • Proficiency with Microsoft Office 365, Adobe products, and proposal management or publishing tools.
  • Excellent written and verbal communication skills.
  • Must be able to perform work at job locations other than the corporate office for extended periods of time.
  • Must be able to lift up to 10 pounds on a regular basis and up to 50 pounds as needed.
  • Must be able to work in the sitting position for 8 or more hours per day.
  • Must be able to work at a computer station for extended period of time.
  • Must be able to handle stressful conditions and make multiple decisions concerning job operations on a daily basis.

Responsibilities

  • Strategic Proposal Management Lead the end-to-end proposal development process , ensuring proposals are compliant, compelling, and aligned with customer requirements and company strategy.
  • Develop proposal content strategies, outlines, compliance matrices, storyboards, and schedules for assigned solicitations.
  • Exercise independent judgment in determining proposal structure, messaging, and prioritization to maximize competitiveness and win probability.
  • Serve as a strategic partner to the BD Director and senior leadership in achieving company growth and profitability goals.
  • Proposal Writing & Content Development Write, edit, and refine high-quality, persuasive proposal content in response to RFPs, RFQs, and other solicitations.
  • Ensure a consistent “one voice,” professional tone, and unified look and feel across all proposal submissions.
  • Incorporate customer-specific requirements, evaluation criteria, and compliance considerations into proposal narratives.
  • Revise proposal content based on leadership and stakeholder feedback while maintaining strategic alignment.
  • Coordination & Oversight Coordinate with proposal managers, division leaders, SMEs, and other stakeholders to gather accurate technical, operational, and pricing-related content.
  • Oversee proposal schedules and internal review cycles to ensure timely submission in accordance with solicitation requirements.
  • Provide oversight of proposal production activities (e.g., formatting, editing, graphics coordination) as needed; such tasks are incidental to the primary strategic duties of the role.
  • Ensure proposals comply with internal review processes and external customer requirements.
  • Training & Process Improvement Assist in training Business Development staff on proposal-related tools, software, and systems.
  • Recommend and implement improvements to proposal development processes, templates, and best practices to enhance efficiency and quality.
  • Other Duties Perform other related duties as assigned, consistent with the administrative and professional nature of the role.
