About The Position

U.S. Marine Management, LLC (USMMI) is providing support to the U.S. Army Pre-Positioned Stock Four (APS-4) Watercraft/Modular Causeway System (MCS) Care Of Supplies In Storage (COSIS), Exercise and Maintenance program located at the Watercraft Equipment Base – Yokohama North Dock (WEB-YND) in Yokohama, Japan, in order to support Military and Humanitarian actions worldwide. The Production Control Supervisor is directly responsible to the COSIS General Manager to oversee the day-to-day scheduling and operations for the COSIS mission. The Production Control Supervisor is responsible for providing guidance and scheduling requirements to the Maintenance Supervisor - COSIS, MCS/Deck Quality Control Supervisor, Watercraft Quality Control Supervisor, Production Control Analyst, Vessel Master, Government Furnished Equipment Supervisor and the Senior Supply Chain Supervisor responsible for Warehouse Operations in their daily tasks. This individual will also provide supervision over Safety, Environmental and HAZMAT operations, and interface with subcontractors ensuring contract requirements and deliverables are met on time and performed to the standard. The Production Control Supervisor will ensure COSIS personnel adherence to all applicable regulations and technical requirements in performing operational tasks on all pieces of equipment, both Watercraft and MCS and will provide the overall teams with technical guidance ensuring those prescribed standards within applicable Technical Manuals (TM’s), Army Regulations (AR’s), Field Manuals (FM’s), Technical Bulletins (TB’s), and Safety of Use Messages (SOUM’s) are strictly adhered to.

Requirements

  • Army Watercraft experienced Warrant Officer with 5 - 10 years of Army Watercraft maintenance experience, able to obtain/reinstate and maintain a U.S. Army Chief Engineer 881A2 License or hold a current USCG (Motor, 5000Hp or greater) Merchant Mariner/Chief Engineer License
  • Proficient in the use of proven maintenance management systems such as NS5 and SAMM etc.
  • MS Office Suite (Word, PowerPoint, Excel), MS Outlook, web applications, and document publishing applications (preferable)
  • Excellent written and oral communication skills, and he/she must be adaptive and flexible in meeting the needs of the business.
  • Supports commitment to safety and other selected company standards and certifications
  • USMMI is a drug-free work environment and requires employees to take random drug tests during their employment with the company.
  • Candidate must be a U.S. citizen capable of obtaining a security clearance from the Defense Security Service (DSS).

  • Preferred candidate must possess experience in the application and use of the GCSS-Army database operational system and applications and use of internal maintenance management modules

Responsibilities

  • Coordinate and monitor, on a daily basis, USMMI and subcontractor efforts, performance and compliance with safety and environmental requirements, the performed work, schedules and costs
  • Develop and track performance metrics
  • Coordinate, plan, communicate and obtain approval on scheduled Quarterly and Annual Checks and Services with the US government
  • Provide status on schedules, cost, contract performance and maintain all required records
  • Advise General Manager of the status of the projected schedules, current work in progress, material availability and any potential problems and recommend corrective action measures to ensure that personnel, equipment, material and services are provided as needed
  • Direct, coordinate and monitor, on a daily basis, contractor efforts, performance and compliance with safety environmental requirements, the performed work structure, schedules and costs.
  • Oversee and direct overall daily COSIS schedule and activities for unplanned and planned task requirements in support of USMMI contract execution
  • Directly Responsible to the General Manager for scheduling, execution oversight and ensuring receipt of documentation for Vessel Certification Requirements such as American Bureau of Shipping (ABS) Load Line Certifications (LLC) and Fixed Fire System Certifications IAW Performance Work Statement (PWS)
  • Assist the Maintenance Supervisor in oversite of GCSS-Army data uploads covering services, schedules, vessel fault data
  • Assist the General Manager in managing Government Furnished Equipment (GFE) and Contractor Furnished Equipment (CFE) Hand Receipt requirements for contract support
  • Directly coordinate vessel movement requirements, vessel maintenance support and Supply Department support requirements for overall COSIS operations
  • Develop and maintain COSIS Specific schedule and plans documentation IAW Performance Work Statement requirements as directed by the General Manager
  • Assist in Quality Control requirements providing knowledge and expertise to QC Inspectors in support of COSIS requirements
  • Perform tasks as directed by the General Manager in support of COSIS operations that me be outside of normal daily requirements
  • Accept and perform additional duties and achieve additional certifications in support of COSIS Operations as directed by the COSIS General Manager
  • Performs other position related duties as specified by management
