The California Student Aid Commission (CSAC) is seeking a Production Branch Chief who is a visionary technology leader passionate about advancing California's mission to protect student information. CSAC invites dynamic, forward-thinking professionals to apply for the role who will direct and lead the ITSD Production Branch. In this role, you will be responsible for organizing and directing both technical and supervisory staff who support complex enterprise applications and systems. You will maintain expertise in the Software Development Life Cycle (SDLC) and technologies related to project metrics, estimation techniques, analysis, design, implementation, and testing. You will lead innovative and evolving technology efforts to keep the Production Branch aligned with CSAC's strategic plan with a student-centric focus. This position will remain open "Until Filled", with cutoff dates of the 14th and 30th/31st each month. Applications will be reviewed on the 1st and 15th of each month, after each cutoff date, until the position has been filled, beginning December 1, 2025.   • Organizing and directing both technical and supervisory staff who support complex enterprise applications and systems.
  • Maintaining expertise in the Software Development Life Cycle (SDLC) and technologies related to project metrics, estimation techniques, analysis, design, implementation, and testing.
  • Leading innovative and evolving technology efforts to keep the Production Branch aligned with CSAC's strategic plan with a student-centric focus.
  • Current residency in the State of California is required.
  • Candidates are required to submit a Statement of Qualifications (SOQ). The SOQ is a narrative discussion of how the candidates' education, training, experience, and skills qualify them for the position. The SOQ serves as documentation of each candidate's ability to present information clearly and concisely in writing.

  • Applicants must meet the Minimum Qualifications stated in the Classification Specification(s).
  • Demonstrated ability and experience to effectively manage a multidisciplinary workforce of IT professionals.
  • Strong believer in governance with regards to project management and change control.
  • Demonstrated knowledge and experience in IT project management approaches to minimize adverse impacts and risks to CSAC and the state.
  • Experience with Amazon Web Services (AWS) cloud, web services and web applications, Oracle technologies, using Java, Angular UI, Application Programming Interface (API) in GitHub, SQL, DevOps, and Service Desk Plus (SDP) ticketing system.
  • Strong understanding and experience with all aspects of the Software Development Lifecycle (SDLC).
  • Demonstrated ability and experience in deploying innovative solutions using evolving technologies.
  • Exceptional communication engagement skills.
  • High ethical standards, sound judgement, and integrity in all professional actions; proven ability to handle confidential and sensitive matters with discretion, and to model ethical conduct for others.
  • Ability to proactively identify challenges and opportunities and build coalitions across departments to achieve shared goals and best practices.
  • In depth knowledge of data governance frameworks and best practices for protecting environment.
  • Demonstrated ability to develop and implement long-term strategic plans and policies that align technology security services with organizational mission, vision, and goals.
  • Track record of Ethical Leadership and Integrity.
  • Familiarity with State and Federal requirements like NIST 800-53, SIMM and SAM
  • Role related certifications such as Certified Software Development Professional (CSDP), Certified Secure Software Lifecycle Professional (CSSLP), Certified Mobile Application Developer (CMAD), AWS Certified Developer, Oracle Certified Professional, or other similar credentials.
  • Working knowledge of the following IT domains; business technology management (i.e., policy and program development, IT procurement, etc.), client services, informationsecurity.
  • Demonstrated experience leading a team of IT professionals
  • Must be regularly available and willing to work the hours CSAC determines are necessary or desirable to meet its business needs
  • Ability to communicate effectively to successfully achieve objectives.
  • Ability to gain confidence and cooperation of others to establish and maintain good working relationships.
