The Product Owner/Analyst provides critical support across product planning, requirements gathering, system design, business process improvement, and agile delivery. This role partners closely with policy leaders, technical teams, contractors, and end users to ensure that system enhancements and product increments are well-defined, user-focused, compliant, and aligned with the client’s modernization roadmap. The Product Owner/Analyst also performs Scrum Master duties to facilitate delivery and support cross-functional collaboration.   • Business & Systems Analysis Review system and process design documentation for accuracy, alignment, and completeness.
  • Obtain, analyze, specify, refine, and validate business, policy, and technical requirements.
  • Conduct research to resolve development issues or clarify requirements.
  • Facilitate discovery sessions, including coordinating scripts, scheduling, and preparation.
  • Conduct stakeholder meetings to refine and confirm development requirements.
  • Review vendor deliverables to ensure they meet established acceptance criteria.
  • Participate in data conversion, cleansing, and validation activities.
  • Maintain system documentation including SharePoint repositories and Azure DevOps Wiki content.
  • Business Process Development & Coordination Orchestrate the development, documentation, and implementation of new or updated business processes.
  • Coordinate the integration of new processes with workflow owners, training leads, and process managers.
  • Partner with policy and process managers to obtain approvals and coordinate updates to system and business design.
  • Plan and conduct requirement, outcomes, and design reviews to ensure alignment with program goals.
  • Project Metrics, Tracking & Documentation Design, collect, maintain, and distribute project metrics to support progress tracking and decision making.
  • Create, organize, and maintain product increment documentation, issues, risks, and collaboration records.
  • Monitor team collaboration, timeboxing, and adherence to agile practices.
  • Scrum Master & Product Ownership Responsibilities Perform Scrum Master duties to support one or more product increment teams.
  • Lead sprint ceremonies, including daily standups, sprint planning/grooming, reviews, and retrospectives.
  • Advance roadmap items.
  • Ensure product increment outcomes are met and align with roadmap goals.
  • Serve as a bridge between the management team and the product increment team to ensure clear communication and alignment.
  • Ensure sprint work is properly timeboxed and the team remains productive and focused.
  • Identify, remove, or escalate obstacles, blockers, or barriers encountered by the team.
  • Facilitate and manage small-scale product increments independently.
  • Manage product increment backlogs, including creating and maintaining user stories, PBIs, epics, and features.
  • Champion user-focused design by ensuring system users are included throughout design, development, and testing.
  • Track, manage, and communicate issues and risks associated with product increments.
  • Hands-on experience with agile methodologies and Scrum practices.
  • Strong ability to facilitate stakeholder discussions and translate complex needs into clear requirements.
  • Experience working with technical development teams, policy leaders, and vendor partners.
  • Proficiency with requirements management and collaboration tools (e.g., Azure DevOps, SharePoint).
  • Strong analytical, organizational, communication, and problem-solving skills.
  • Ability to manage multiple priorities and support cross-functional teamwork in a fast-paced environment.
  • At least 3–5 years of experience in business analysis, product ownership, or agile delivery roles.
  • Bachelor’s degree in Business Analysis, Information Systems, Computer Science, Public Administration, or a related field.
