The Procurement Technician is responsible to provide comprehensive supply chain leadership and support to Tribal Departments. This position will be responsible for developing and maintaining the procurement department. The Property & Receiving Department of operations of centralized purchasing and contract management functions for the Department and Tribal functions.

  • Develop, communicate and implement purchasing strategies, policies and processes to increase effectiveness and efficiency across the Tribal Departments.
  • Provide responsive purchasing support to the Tribe and Departments.
  • Negotiate vendor and supplier contracts that set out prices, quality standards, cost reduction targets, delivery timescales, and commercial terms and conditions.
  • Monitor performance against contractual standards and works with suppliers to achieve continuous improvements in costs and performance.
  • Manage, train, and develop a dynamic team of purchasing professionals.
  • Report to Property Manager and Executive Committee Members the measurable status of progress and corrective actions as it pertains to departments performance.
  • Manage material flow to ensure inventory is maintained to the optimum level to support on time deliveries while keeping inventory holdings at appropriate levels.
  • Collaborate with the Finance Department to ensure that all purchase orders are processed efficiently and policies and procedures are up to date.
  • Coordinates ordering of equipment and supplies via Federal, State, and Tribal rules and regulations.
  • Negotiate discounts, terms and conditions with vendors to maximize savings.
  • Approves supplies, contracts and agreements within authority level.
  • Participate in meetings with Tribal auditors throughout the year to ensure fiscal requirements are met.
  • Ensures all contractual agreements are reviewed and appropriately approved.
  • Ensures inventory management practices within departments are consistent with all accounting standards and procurement policies.
  • Provides information as necessary for the annual tribal audit.
  • Assist with other property office duties as requested.
  • Must possess a two (2) year degree in Business Administration, Finance, Procurement or related field with three (3) years' experience in procurement or finance related field.
  • In lieu of minimum education requirement will consider a high school diploma with five (5) years' experience in procurement or finance related field.
  • Excellent computer operation with working knowledge of Microsoft computer applications (Word, Excel, and Access) and accounting applications and software.
  • Efficient in office equipment (copy, scanner, printers, and telephone) operation.
  • Excellent verbal and written communication skills with ability to understand and carry out both verbal and written instructions and request clarification when needed.
  • Solid Customer Service skills with ability to perform in challenging situations with professionalism and tact.
  • Working knowledge of standard procurement and contract procedures.
  • Proficient in accounting principles and fixed asset rules and regulations.
  • Strong work ethic, management and organizational skills with special attention to detail.
  • Pass a required background check, never convicted of a felony or any crime involving the mishandling of money or financial accounts.
  • Demonstrate effective knowledge of Standing Rock Sioux Tribe Financial Management Policies and tribal management systems, OMB Guidelines and regulations, professional code of ethics, personnel policy and procedures and applicable tribal and federal laws.
  • Demonstrate effective knowledge of Tribal, state and federal developments and laws/regulations in areas of accounting and procurement principles and practices.
  • Ability to work with minimal supervision and apply sound judgement with clear understanding of when consultation and/or approval of Property Manager is needed.
  • Demonstrate strategic thinking and ability to examine and question assumptions with sound judgment.
  • Demonstrate excellent problem-solving skills and understanding of various transaction details; ability to manage and track the various procurement projects.
  • Demonstrate a high level of understanding of financial reporting with ability to effectively prepare information on accounts on demand with accuracy and efficiency.
  • Demonstrate competency in working with numerical data with ability formulize computations accurately.
  • Ability to effectively utilize procurement software; become proficient in electronic/automated/computerized Procurement operating system.
  • Ability to work with outside auditors with solid understanding of the various interrelationships among fiscal information.
  • Ability to provide accurate and timely information with effective time-management and follow-up skills.
  • Demonstrate management and organizational skills with special attention to detail with ability to concurrently work on multiple tasks and under pressure in order to meet deadlines.
  • Demonstrate unwavering ethical conduct and integrity.
  • Sign a program confidentiality statement with understanding of the penalties for any violations as it pertains to financial and sensitive information.
  • Ability to perform manual and finger dexterity for operation of computer and routine paperwork, sit with tolerance to exposure to computer screen for extended periods.
  • Ability to assist in the preparation of procurement-related Tribal Council submissions.
  • Demonstrate leadership skills in a high volume, fast paced environment as well as collaborate with peers and staff.
  • Salary Range: $23.76 To $29.70 Annually
