INEOS Pigments USA, Inc. - Ashtabula Complex located in Ashtabula, OH consists of two facilities - Plant 1 and Plant 2 - that safely and efficiently produces titanium dioxide pigment (TiO₂) and titanium chemicals products. The company is one of the largest producers of TiO₂, a bright white powder made from titanium ore. Titanium dioxide is a unique material delivering an unparalleled refractive index value, making it ideal for applications where opacity is required. TiO₂ makes possible opacity, brightness and durability in a variety of end uses like coatings, plastics and paper. As a Procurement Specialist, you will support the organization by qualifying, negotiating, and managing contract services that comply with INEOS Pigments HSE, quality, and procurement policies. The contract services areas may include but are not limited to one or more of the following; maintenance, I&E, Project Engineering, IT, logistics, etc. The Senior Procurement Specialist identifies qualified service providers by following INEOS Pigments procedures based on safety, health, environmental, quality, reliability, price, support and delivery. This position is also responsible for negotiating pricing and contract terms and conditions (T&Cs) and verifying compliance of such. They review and approve purchase requisitions and issue purchase orders and request for quotes. They will initially and periodically analyze, evaluate, qualify, and select service providers based on procurement procedures and in compliance with INEOS Pigments ISO and requirements. The position is expected to monitor market trends and conditions, periodically reporting to management objective outcomes regarding purchasing specifications and compliance to negotiated T&Cs. This is a salaried, exempt, day shift position.

Requirements

  • BA or BS degree from accredited college or university is required, preferred degree in Engineering, Business or Supply Chain Management.
  • Minimum five years' procurement experience in a manufacturing operation, chemical manufacturing preferred.
  • Three years' experience in negotiation, contracts, logistics, procurement, expediting.
  • Two years' experience with procurement of contractors and services preferred.
  • Well-formed understanding of procurement industry and terminology.
  • Must be knowledgeable of procurement work processes and be fully capable of demonstrating the ability to efficiently interface with business management software (SAP).
  • Demonstrated skills and abilities to define, measure, and solve technically complex issues - often with severe time constraints.
  • Excellent written, oral, interpersonal communication, technical aptitude, and negotiation skills are required.
  • Strong working knowledge of Microsoft packages, such as Word, Excel, and PowerPoint.

Responsibilities

  • Procures services that meet SOW requirements while maintaining cost control.
  • Ensures services are procured in a timely manner, within scope of work, and at the most cost effective price.
  • Leads/Participates in commercial contract negotiations with suppliers.
  • Monitors and gathers business intelligence in the area of responsibility to be used in the development of procurement strategies.
  • Initiates and manages a bidding/quote process that is in compliance with INEOS Pigments procurement policies and practices for services, while meeting all specifications.
  • Objectively evaluates bids and quotes identifying the best service for the optimum value.
  • Initiates and manages a Purchase Order (PO) process to create, issue, review based on purchase order requisitions.
  • Qualifies/disqualified suppliers, distributors, vendors, etc. based on INEOS Pigments standards including but not limited to safety, health, environmental, quality, performance to KPI's/SOW, etc.
  • Develops and manages procurement strategies for responsible categories.
  • Responsible for maintaining supplier records and supporting documentation for SAP and other Contract/Vendor transactions/exchanges.
  • May be required to provide local support for special projects as identified by the Indirect Procurement Manager.
  • Contributes to and implements procurement best practices.
  • Drives continuous improvement in service reliability, quality and cost effectiveness.
  • Responsible for the development, implementation and periodic review of procurement processes.
  • Periodically rates contractors and service providers based on INEOS Pigments' 20 principles of process and Behavioral Safety and Life Saving Rules and compliance to PO requirements and other T&Cs.
  • Monitors and reviews market trends and conditions, periodically reporting to management situations impacting business conditions.
