About The Position

Procurement Specialist, Regional Revolving Funds • Join PAHO and support efficient, transparent, and strategic procurement for essential health supplies The Pan American Health Organization (PAHO), Regional Office for the Americas of the World Health Organization (WHO), is seeking a motivated, analytical, and results‑driven Procurement Specialist, Regional Revolving Funds to support the procurement of medicines, diagnostics, medical equipment, and other essential health‑related commodities for PAHO and its Member States. Under the general supervision of the Director, Procurement and Supply Management (PRO), and the direct supervision of the Procurement Advisor, Strategic Fund (PRO/SF), the selected candidate will: • Provide technical support for the procurement of a variety of commodities, including medicines, diagnostics, and medical equipment, ensuring compliance with procurement guidelines and best value for money. • Solicit, analyze, and evaluate bids and offers, negotiating prices, delivery terms, and contractual conditions with domestic and international suppliers. • Establish and monitor Long Term Agreements (LTAs) and manage complex bidding and procurement processes. • Prepare purchase orders, contracts, amendments, and procurement justification reports, including submissions to the Contract Review Committee (CRC). • Monitor supplier performance and market developments, maintaining up‑to‑date procurement files and market intelligence. • Provide technical advice to requisitioners on specifications, substitutes, and procurement strategies. • Participate in procurement process improvements, special procurement programs, and represent PRO in internal and external meetings. Requirements

  • A bachelor’s degree in business administration, procurement and supplies management, industrial engineering, international development or any other field related to the functions of the post, from a recognized university.
  • Five years of combined national and international progressively more responsible experience in procurement or supply of goods in either the private or public sector.
  • Fluency in English or Spanish with working knowledge of the other language.
  • Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint, SharePoint and Outlook.
  • Working knowledge of automated systems and microcomputers particularly with regard to procurement suite, logistics, and/or administrative operations.
  • Thorough knowledge of procurement policies, practices, procedures, and standard contracting terms and conditions.
  • Strong analytical skills to review specifications, bids, and contractual arrangements.
  • Excellent negotiation skills with domestic and international suppliers.
  • Ability to conduct market research and source medicines, diagnostics, and other health‑related commodities.
  • Strong organizational skills to manage multiple procurement actions in a complex environment.
  • Ability to build and maintain effective working relationships with internal and external stakeholders.
  • Strong oral and written communication skills, including preparation of reports and technical documentation.

Nice To Haves

  • Other IT skills and knowledge of other software programs such as Visio and Project would be an asset.
