Procurement Specialist, Regional Revolving Funds • Join PAHO and support efficient, transparent, and strategic procurement for essential health supplies The Pan American Health Organization (PAHO), Regional Office for the Americas of the World Health Organization (WHO), is seeking a motivated, analytical, and results‑driven Procurement Specialist, Regional Revolving Funds to support the procurement of medicines, diagnostics, medical equipment, and other essential health‑related commodities for PAHO and its Member States. Under the general supervision of the Director, Procurement and Supply Management (PRO), and the direct supervision of the Procurement Advisor, Strategic Fund (PRO/SF), the selected candidate will: • Provide technical support for the procurement of a variety of commodities, including medicines, diagnostics, and medical equipment, ensuring compliance with procurement guidelines and best value for money. • Solicit, analyze, and evaluate bids and offers, negotiating prices, delivery terms, and contractual conditions with domestic and international suppliers. • Establish and monitor Long Term Agreements (LTAs) and manage complex bidding and procurement processes. • Prepare purchase orders, contracts, amendments, and procurement justification reports, including submissions to the Contract Review Committee (CRC). • Monitor supplier performance and market developments, maintaining up‑to‑date procurement files and market intelligence. • Provide technical advice to requisitioners on specifications, substitutes, and procurement strategies. • Participate in procurement process improvements, special procurement programs, and represent PRO in internal and external meetings.
