About The Position

The Procurement Specialist is responsible for coordinating purchasing activities across Cascadia Health’s clinical and administrative sites. This position ensures that all goods and services—ranging from medical, non-medical, food service and office supplies to facility support—are sourced cost-effectively, ethically, and in alignment with Cascadia Health’s mission and compliance requirements. The Procurement Specialist works closely with the procurement manager and vendors to maintain quality, reliability, and fiscal responsibility in all procurement activities. The job incumbent must understand, appreciate, and respect the differences within our Cascadia community. As such, it is expected that this position promotes integrated care, our vision of trauma-informed and person-first approaches and helps create a work environment of acceptance.

Requirements

  • High School diploma or equivalent.
  • Minimum two years of purchasing or procurement experience.
  • Ability to negotiate vendor contracts and manage multiple projects simultaneously.
  • Proficiency in Microsoft Office and purchasing or ERP software.
  • Excellent communication, organization, and problem-solving skills.
  • Demonstrated effective interpersonal and customer service skills.
  • Ability to demonstrate professionalism, reliability, and initiative in daily work activities
  • Knowledge of professional standards, ethical conduct, and accountability expectations in a healthcare environment.
  • Ability to work proactively and effectively in a team as well as independently.
  • Must have the ability to travel to multiple locations throughout the Portland Metro area.
  • Must have the ability to perform CPR and properly use AED equipment.

Nice To Haves

  • Associate or bachelor’s degree in Business Administration, Supply Chain Management, Healthcare Administration, or related field.
  • Some healthcare regulatory standards and nonprofit purchasing practices.
  • Proficiency or familiarity with Workday.

Responsibilities

  • Prepare and process purchase orders, requests for quotes, and vendor agreements for medical, non-medical, office, food service, and facility supplies in accordance with Cascadia Health’s procurement policies.
  • Negotiate pricing, terms, and delivery schedules to optimize value for the organization.
  • Manage vendor relationships, monitor performance, and resolve delivery or billing issues.
  • Maintain vendor correspondence and communication across the organization.
  • Collaborate with internal departments to anticipate supply needs.
  • Ensure compliance with all applicable regulations, including HIPAA, nonprofit procurement standards, and federal and state purchasing requirements.
  • Track and analyze purchasing data to identify cost savings and operational improvements.
  • Support continuous improvement initiatives within supply chain processes and systems.
  • Comply with and implement regulations, policies, and procedures under which the department and program operate.
  • Assist in crisis situations as appropriate, following emergency protocols and procedures.
  • Understand fire regulations and evacuation procedures; participate in regular safety drills in compliance with department policies and procedures.
  • Document and maintain records in a manner that ensures compliance with all agency policies and procedures and local, state, and federal regulations.
  • Adhere to mandatory abuse reporting laws, HIPAA and 42CFR regulations requirements.
  • Complete annual employee training requirements on a timely basis.
  • Participate in all scheduled staff meetings, supervision sessions, and other departmental and agency meetings.
  • Perform other duties as assigned.
