About The Position

The Project and Procurement Specialist is a specialized administrative role responsible for managing and overseeing procurement activities for the City of Live Oak. This position involves coordinating procurement processes, managing grant contracts, and conducting market analyses to ensure cost-effective purchasing for the city. The specialist will work closely with various departments to prepare procurement documents and ensure compliance with city codes and regulations.

Requirements

  • Bachelor's degree in Public Administration, Business Administration, or Finance/Accounting and three years of procurement experience in the public sector; OR an Associate's degree and five years of procurement experience in the public sector.
  • Current certification as a CPP (Certified Public Purchasing) and/or CPPB (Certified Professional Public Buyer) is preferred.
  • Valid Florida driver's license.
  • Proficiency in Microsoft Outlook, Word, and Excel.
  • Knowledge of public procurement principles, methods, and procedures.
  • Ability to prepare bid specifications and analyze bids.
  • Familiarity with construction-related supplies and services.
  • Excellent oral and written communication skills.
  • Strong customer service skills and ability to interact effectively with the public.

Nice To Haves

  • Current certification as a CPP or CPPB is preferred.

Responsibilities

  • Prepares specifications and scope of work for procurement documents such as Invitations to Bid and Requests for Proposals.
  • Manages grant contracts and monitors grant-funded projects, preparing and submitting reports and amendments.
  • Schedules and facilitates pre-bid/pre-proposal meetings and organizes evaluation committees.
  • Prepares bid tabulations and reviews competitive documents for compliance with procurement requirements.
  • Reviews and processes departmental requisitions for goods and services.
  • Reviews contracts for consistency with approved resolutions and applicable policies before execution.
  • Conducts market analyses to identify advantageous sources and products for the city.
  • Analyzes purchasing patterns to determine potential for large scale purchases to reduce costs.
  • Maintains a database of approved vendors and evaluates vendor performance.
  • Facilitates the purchasing process in accordance with applicable codes and laws.
