About The Position

The Procurement Specialist III performs intermediate to advanced work related to procuring services, equipment, and supplies by established policies and regulations, including Invitation to Bids (ITBs), complex Request for Proposals (RFP), Public Works and GDOT projects, and other solicitations and special assignments that involve independent research. The position works under general guidance and reports to the Contract Manager.

Requirements

  • Bachelor's Degree in Public Administration, Business Administration, or a related field.
  • Four (4) years of progressive experience in preparing ITBs, complex RFPs, and the procurement process.
  • Certified Professional Public Buyer (CPPB) or Certified Public Procurement Officer (CPPO) preferred.
  • Must obtain and maintain one of the following certifications within two (2) years: CPPB or CPPO.
  • Must obtain and maintain Georgia Certified Purchasing Associate (GCPA) certification within eighteen (18) months.

Responsibilities

  • Prepare and review specifications and solicitation documents, including all related research and value analysis.
  • Prepare contract formation activities including soliciting for County goods and services from vendors.
  • Compile contract documents for complex commodities, construction, and services.
  • Review Request for Bids (RFB) and Request for Proposals (RFP) for conformity to contract requirements.
  • Negotiate contracts and act as liaison between vendors and departments.
  • Ensure receipt of proper legal documents for contract files and maintain archived contract files.
  • Prepare pay requests and forward to Finance for payments.
  • Collaborate with user departments to develop clear and concise technical bid specifications.
  • Prepare and issue quotes, ITBs, entry-level to complex RFPs, and related procurements.
  • Analyze bids to determine responsible/responsive bidders.
  • Prepare and issue addendums to notify vendors of additions/changes in solicitations.
  • Evaluate suppliers, products, and services to ensure compliance with solicitation requirements.
  • Prepare and generate purchase orders, change order master agreements, service contracts, and other documents.
  • Maintain accurate records and documentation on all solicitations, responses, purchases, contracts, and correspondence.
  • Prepare legal notices for publication and monitor for compliance.
  • Research market sources and suppliers for cost-effective pricing.
  • Engage in procurement planning with client departments.
  • Assist with Post-Award activities to ensure successful contract administration.
