About The Position

The NC Department of Adult Correction is one of the largest state agencies with more than 14,000 employees. It is responsible for safeguarding and preserving lives and property through prevention, protection, and preparation as well as the care, custody, and supervision of all adults sentenced for violating North Carolina laws. This department includes state prisons with custody, healthcare, and facility operations staff as well as probation/parole officers who supervised sentenced people in the community. Other divisions include Administration, Health Services, Rehabilitation & Reentry, Special Operations and the Post-Release Supervision & Parole Commission. We have a mission that matters! This role manages purchasing responsibilities for a major group of commodities within a large State Agency, including both specialized technical items and standard goods. The position determines proper procurement methods, prepares purchase orders, and supports development of specifications and vendor identification. This is an essential role that may be required to work during state emergencies and adverse weather. Completion of the North Carolina Contract Management (NCCM) training program is a mandatory requirement within one year of hire into this position in accordance with NCGS.

Requirements

  • Bachelor's degree from an appropriately accredited institution and two years of procurement experience OR Equivalent combination of education and experience.

  • A strong working knowledge of E-Procurement and Electronic Vendor Portal (eVP) and North Carolina Financial System (NCFS)
  • Thorough understanding of large‑scale purchasing methods, procedures, and practices
  • General knowledge of grades, quality standards, and characteristics of materials and commodities
  • Ability to interpret and apply established rules, regulations, and procurement guidelines
  • Skill in maintaining complex records and preparing accurate reports
  • Ability to establish and maintain effective working relationships with department staff and vendor/manufacturer representatives

Responsibilities

  • Review requisitions and determine appropriate acquisition procedures in compliance with State law
  • Procure specialized, technical, and standard commodities, including specification development and vendor identification
  • Prepare and process purchase orders and coordinate execution of purchase agreements
  • Utilize State Contracts, quotes, bids, or referrals to State Purchase & Contract as required
  • Maintain punctuality and attendance; serve as essential personnel during declared emergencies and adverse weather
