This Procurement Specialist I position is responsible for the preparation of less complex commodity and simple service procurements. Responsible for obtaining required quotes, preparing and completing bid packages, preparing Request for Quotes (RFQ), Invitation for Bids (IFB), and Exception documentation accordingly. In addition, preparation of any memorandums/specifications needed as required for the respective business initiative. The preparation of documentation takes extensive communication with external vendors, internal/external staff in the agency and other agencies to ensure the required goods and/or services. As such, this position will perform thorough evaluation of bid documentation through review of specifications, terms, price, and delivery according to any respective requests to ensure accuracy of an issued purchase order. This position will also assist with vendor conflicts and resolutions. This position will post and award solicitation documents according to Administrative Code. This position is required to follow proper procurement policy according to General Statutes 143 and 136, Administrative Code, and both DOA Purchase & Contract Procurement Manual and NCDOT Procurement Manual. The ability to establish and maintain a good working relationship with NCDOT employees of different levels, management, vendors, and outside agency employees is required for this position. Additional duties as assigned. It is helpful for the selected applicant for this position to possess SAP and Ariba experience in the review and execution of requisitions, purchase orders, and other procurement processes.

Requirements

  • Bachelor’s degree from an appropriately accredited institution, or Associate degree in business or related field of study from an appropriately accredited institution and two years of procurement experience; or equivalent combination of education and experience.

Nice To Haves

  • Experience utilizing purchasing methods and procedures and working knowledge of General Statutes, Administrative Code, and State Term Contracts.
  • Experience creating, editing and reviewing solicitation documents: RFQ and IFB
  • Demonstrated ability to explain and interpret rules, regulations, and policies in a clear, concise manner.
  • Demonstrated ability to research different materials, commodities, and services.
  • Demonstrated ability to organize, prioritize, and complete multiple assignments including maintaining proper recordkeeping and documentation.
  • Demonstrated ability to work independently and provide prompt and courteous customer service to internal and external customers.
  • SAP and Ariba experience in the review and execution of requisitions, purchase orders, and other procurement processes.
