About The Position

NV5 Geospatial is actively recruiting a Procurement Manager. Strong capabilities in overseeing the procurement lifecycle, including vendor negotiations, acquisition strategy development, and compliance with DoD procurement policies, are required. The Procurement Manager will be based on-site at US Army Garrison Miami/US Southern Command. US citizenship, along with the ability to successfully pass a basic background check for access to US military bases, is required for employment. The successful candidate will have an active TS/SCI. Requirements

  • Bachelor’s degree in Business Administration, Supply Chain Management, or five (5) years of equivalent experience in procurement management.
  • Demonstrated expertise in DFARs and FAR processes for procurement, managing government contracts, conducting market research, and negotiating vendor agreements.
  • Demonstrated experience with federal procurement regulations, cost estimation, and acquisition documentation.
  • Demonstrated proficiency in contract lifecycle management and compliance audits.
  • Demonstrated ability to analyze procurement strategies to ensure alignment with DoD acquisition policies and cost efficiency.
  • Strong negotiation and financial skills to optimize procurement decisions.
  • Ability to manage and prioritize complex project tasks.
  • Active TS/SCI
  • US citizenship, along with the ability to successfully pass a basic background check for access to US military bases, is required for employment.

Nice To Haves

  • Certified Federal Contracts Manager (CFCM) or Certified Professional in Supply Management (CPSM).
  • Portuguese or Spanish language skills.
  • Experience with government IT programs and environments.

Responsibilities

  • Develop and execute procurement workflows, ensuring timely acquisition of software, hardware, and cloud services in alignment with operational needs.
  • Negotiate vendor agreements, oversee contract execution, and track procurement performance against budgetary constraints.
  • Coordinate across all active Work Orders to track, validate, and consolidate software and service license agreements, including GIS tools (ArcGIS Enterprise, GeoAnalytics), data catalogs and data lake services (Databricks, Notebooks, Unity Catalog) , CI/CD platforms (JIRA, GitLab), dashboard/reporting tools, commercial data (Janes, Spire, Vannevar Labs), and cloud infrastructure (GovCloud IL4/IL5 storage and compute).
  • Assist the Government in negotiating shared software usage agreements, license pooling, and chargeback structures between Work Orders.
  • Validate software, data, infrastructure, and service license agreements. Establish chargeback models across Work Orders to ensure proper cost attribution and avoid duplication of funding.
