About The Position

The Arizona Game and Fish Department is seeking a Procurement Manager to lead their team in navigating high-stakes contracting and market-driven decision-making. This pivotal role involves protecting the financial viability of the department by overseeing a team of dedicated professionals, managing advanced market research, complex product specifications, and architectural and engineering service agreements for major public improvement projects. The department is the only state agency in Arizona responsible for conserving and protecting over 800 wildlife species, managing fish and wildlife, and supporting outdoor recreation. Requirements

  • Deep familiarity with Federal and State laws and statutes governing contractual agreements.
  • Knowledge of Federal and State funding rules and regulations.
  • Understanding of fundamentals of budget development and expenditure control.
  • Familiarity with contemporary service programs and delivery systems in public agencies.
  • Knowledge of available community resources and Federal laws governing assigned program areas.
  • Understanding of policies and procedures established for the work system.
  • Knowledge of principles and practices of work leadership and management.
  • Familiarity with solicitation techniques.
  • Proficiency with personal computers and software applications, including common office software and financial database systems.
  • Knowledge of general office procedures, general accounting practices, and business law.
  • Familiarity with a variety of commodities, products, goods, and services, including those specific to the agency.
  • Expertise in procurement practices, processes, and procedures.
  • Understanding of contractual language (terms/conditions).
  • Knowledge of a wide range of standard commodities and products, sources of supply, local markets, price trends, and customer service.
  • Familiarity with auditing and investigation processes and procedures, as well as forecasting processes.
  • Proven ability to supervise staff, manage resources, and act as a key advisor to agency management and vendors.
  • Skill in interpreting fiscal data, forecasting trends, and navigating complex solicitation techniques.
  • Ability to apply principles and practices of work leadership and management.
  • Strong verbal and written communication skills.
  • Ability to interpret and apply laws, rules, and regulations governing the work system.
  • Skill in interpreting, analyzing, and evaluating programmatic and fiscal data.
  • Ability to negotiate contracts effectively.
  • Skill in establishing and maintaining work relationships with contracted and governmental agency representatives and citizen advocacy groups.

Nice To Haves

  • Bachelor’s degree in accounting, business, communication or other related area of study.
  • Professional certification in public procurement (CPPO, CPPB, or equivalent).
  • Direct experience supervising subordinate staff and managing public-sector budgets.

Responsibilities

  • Supervise, direct, and manage procurement professional and support staff, usually through subordinate Senior Procurement Specialists, including hiring, determining workload, delegating assignments, training, monitoring, evaluating performance, and initiating corrective or disciplinary actions.
  • Oversee the provision of procurement expertise to meet the Department's needs.
  • Perform advanced research on market trends, market forces, pricing, and supply problems.
  • Develop and screen complex product specifications in order to make purchasing decisions.
  • Give direction and guidance to agency management, staff, and vendors on policies, regulations, and procedures.
  • Make purchasing decisions critically impacting the financial viability of the Department.
  • Decide appropriate contracting methods and evaluate the risks associated with the contract.
  • Write specialized requirements for contracts.
  • Manage those who negotiate contract and leasing language, and those who do cost or price analysis, and approve or reject changes.
  • Manage the development of complex contracts or agreements for architectural and engineering services related to planning, design, engineering, or oversight of public improvement projects.
  • Act as a resource to provide information or determine the most effective way of meeting the needs of management, staff, vendors, or contractors.
  • Ensure compliance with applicable federal and/or state laws, regulations, and/or agency rules, standards, and guidelines.
  • Review and/or inspect work for quality, accuracy, and completeness.
  • Analyze, summarize, and/or review data; report findings, interpret results, and/or make recommendations.
  • Monitor frequency of purchases and recommend possible options to increase effectiveness of purchasing power.
  • Set goals, establish priorities, manage resources, develop concepts and approaches, review projects progress and results; make management decisions.
  • Perform other duties as assigned.
