We have an exciting opportunity for a Procurement Manager who will be responsible for leading the overall procurement activities associated with the Energetics & Propulsion Commodity team, which manages the following technologies: Firing Devices and Rocket Motors. You will have the opportunity to work in a dynamic growth-oriented environment that supports a broad portfolio of programs across multiple Mission Areas and reports to the Procurement Manager.

Requirements

  • Typically requires a University Degree or equivalent experience and minimum 8 years prior relevant experience, or an Advanced Degree in a related field and minimum 5 years experience in supply chain management or similar role.
  • Experience with Federal Acquisition Regulations (FAR/DFARS) or within other heavily regulated industries such as pharmaceutical, medical, space, aviation, power generation or automotive.
  • Experience in written contractual authorization/vehicles (Firm Fixed Price, Cost Plus, etc.).
  • The ability to obtain and maintain a US security clearance.
  • U.S. citizenship is required as only U.S. citizens are eligible for a security clearance.

Nice To Haves

  • Master's Degree in Supply Chain, Business Finance or STEM field.
  • Experience in the Aerospace industry.
  • Ability to analyze Cost and Pricing Data and determine proposal compliance.
  • Ability to understand technical requirements of procured hardware and services including Statements of Work (SOW).
  • Ability to process information and manage multiple conflicting priorities to drive to successful outcome (i.e., multi-task).
  • Practical knowledge in leading and managing the execution of processes, projects and tactics within one work area.

Responsibilities

  • Perform subcontract management of purchase orders utilizing integrated supply chain models.
  • Preparation of all manner of solicitations including RFQ, RFP, and RFI.
  • Analyze quotations/proposals utilizing price/cost analysis techniques.
  • Develop negotiation strategies and lead formal negotiations (Price, Delivery, Terms).
  • Place Purchase Orders of high dollar levels and procurement complexity.
  • Perform risk analysis, and develop mitigation plans and solutions to problems.
  • Travel to RTX and supplier facilities as deemed necessary - typical travel may be quarterly or more.
  • Manage escalations and resolution of internal customer and/or supplier issues.
  • Manage financial goals in relation to our subcontract deliveries.
  • Drive the success of meeting business factory MRP.
  • Drive the success for metrics, Late to Place, Late to Dock, Delinquent Material, etc.
  • Develop plans to promote cost reduction initiatives and performance improvements (technical as well as quality).
