About The Position

Business Oregon, the state’s economic development agency, is currently hiring a Procurement & Contract Specialist (Procurement & Contract Specialist 2). This position provides consultation and contract services to department staff in the development of contracts with federal, state and local government, non-profits and private organizations. Note: We are committed to fostering a supportive work environment that promotes work-life balance and flexibility. This is a hybrid position that may have the ability to work from home, with the expectation of twice monthly in-office days and occasional in-office presence as needed to support business operations.

Requirements

  • Four years’ procurement and contract experience related to the position.
  • Two of the four years must have been at the professional level such as developing and administering standard contracts, agreements, or solicitations.
  • OR A bachelor’s degree and one year of professional-level procurement and contract experience related to the position.
  • OR Any combination of experience and education equivalent to four years of procurement and contract experience related to the position.

Nice To Haves

  • Familiarity with a variety of contracting mechanisms such as grants, loans, or professional services contracts.
  • Knowledge and experience of negotiations and/or consultation during the contracting process.
  • Excellent communicator with the ability to speak to many audiences.
  • Strong organizational skills with the ability to prioritize tasks and manage time effectively.
  • Proven ability to oversee contracts or agreements requiring broad planning, coordination, and issue resolution.
  • Strong computer skills working with Word processing, Excel, contract databases and reporting and other software used to process, store and tabulate information or data.

Responsibilities

  • Provide consultation and contract planning services to department staff in the development of intergovernmental agreements, grants, loans, goods, and services contracts.
  • Prepare and coordinate Requests for Proposals, Requests for Information, Invitation to Bid, Requests for Quote, or Contracts for the procurement of goods and services.
  • Advise managers and staff on procedures for developing contracts.
  • Evaluate contracts for potential performance risk, including bid terms and conditions.
  • Approve contractor or vendor invoices for payment.
  • Prepare contract drafts and provide technical information and direct assistance to staff in developing project descriptions, budgets and contractual provisions.
  • Coordinate, organize and participate in meetings that develop technical and contractual requirements.
  • Prepare statistical reports and correspondence.
  • Explain and advise staff on state contract and procurement laws, rules, regulations, operating policies, procedures, and ethics.
  • Act as point of contact with Assistant Attorney General to discuss contract and legal issues related to specific contracts and agreements.
