Location and Schedule This role is on-site at Denver International Airport Gateway office (4347 Airport Way). Employee parking will be provided. The City and County of Denver supports a hybrid workplace model. Employees work where needed, at a job site several days a week and off-site as needed. Employees must work within the state of Colorado on their off-site days. Schedules are subject to change based on operational need. What You'll Do Denver International Airport (DEN) Department of Business Management Services (BMS), Contract Procurement team is currently seeking a Procurement Contract Administrator to lead various procurement opportunities at DEN for both revenue and expenditure-based projects. This is a rare opportunity to have a direct impact on key projects at DEN and the international aviation community. Procurement projects include Request for Proposals, Request for Qualifications, Invitations to Bid, and Contract Amendments just to name a few. This position will work closely with DEN stakeholders and Leadership to draft, evaluate and award procurement opportunities.

Requirements

  • Education requirement: Bachelor's Degree in Business Administration, Public Administration, Political Science, Management, or a related field
  • Experience Requirement: Three (3) years of professional experience performing contract negotiation, contract administration, or conducting research and analysis in an area such as budget, compliance issues, or accounting
  • Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of posthigh school education. Additional appropriate education may be substituted for the minimum experience requirements
  • License/Certifications: None
  • FBI Background Check FBI criminal background check is required for all positions at Denver International Airport (DEN). Employees are also required to report any felony convictions and/or moving violations to maintain this clearance and be eligible for continued employment.
  • By position, a pre-employment physical/drug test may be required.
  • Shift Work, Snow Duties, and Emergency Incidents Denver International Airport is a 24/7/365 team operation. If staffing challenges arise, weather conditions warrant, or an emergency crisis occurs, all DEN employees will be required to work extended hours and/or alternative shifts (including nights, weekends, and holidays).

Nice To Haves

  • Governmental Procurement experience
  • Solid presentation skills, forward facing candidate comfortable with presenting to DEN Leadership and project stakeholders
  • At least three years of experience facilitating numerous publicly advertised bids/procurement processes for goods and services
  • Familiarity with third party/electronic bid advertisement/facilitation system(s) for advertising competitive solicitations, respond to vendor questions, post addendums and award
  • Familiarity with vendor/contract management
  • Superior customer service skills

Responsibilities

  • Collaborate with DEN stakeholders to improve transparency, accountability, and standardization with procurement policies and procedures
  • Provide recommendations that may result in increasing competition, quality, and expanding contractor diversity opportunities at DEN
  • Present to DEN Leadership and stakeholders on current projects throughout the lifecycle of the procurement
  • Review and analyze procurement specifications and independently prepare solicitation documents
  • Facilitate DEN stakeholder reviews of solicitation and proposal documents to acquire constructive feedback in a timely and efficient manner
  • Evaluate proposal documents submitted to DEN and verify vendor responsiveness
  • Facilitate proposal evaluation process, including, but not limited to, assembling evaluation panels and coordinating and conducting various presentations and vendor interviews
  • Possess financial analysis skills to ensure compliance of fiscal accountability throughout the development and contracting process
  • Develop and maintain effective relationships with all of DEN stakeholders involved in processing procurements.
  • Provide effective, customer-oriented services associated with each phase in the procurement process
  • Recommend and apply continuous improvement methodologies, including research, analysis, reporting and customer feedback to ensure improvements are effectively applied to contracting procedures
  • Maintain and record contract status entries into all applicable DEN systems throughout the lifecycle of the procurement
  • Maintain organized project folders and complete records in accordance with DEN standardized practices and applicable laws
  • Effective collaboration and communication to all DEN stakeholders regarding procurement timeline
  • Perform other related duties as assigned or requested by management
