About The Position

The Procurement Clerk is responsible for the administration duties and daily operation of the Houston Housing Authority’s Procurement Department, including the Mail Room, managing the fleet, and providing all the necessary administrative and clerical assistance needed to support the department.

Requirements

  • Knowledge of general office practices and procedures.
  • Knowledge of business English, basic arithmetic, and arithmetic operations.
  • Skilled in computers and data entry.
  • Knowledge of Word, Excel, and Adobe Acrobat
  • Skilled in operating office machines: ten-key by touch; typing-35 wpm; other machines as required.
  • Ability to understand and follow moderately complex written and oral instructions; communicate and relate to persons of diverse backgrounds and abilities; establish and maintain effective working relationships with other employees and business contracts outside the Houston Housing Authority.
  • Ability to meet and deal with the public and establish and maintain effective working relationships with other employees and vendors.
  • Maintain confidential information.
  • High school diploma or equivalent required.
  • Ability to lift 30 to 50 pounds on a continuous basis.
  • Computer skills a must, proficient in Microsoft Office products.
  • Attention to detail.
  • Self-starter.
  • Must be able to maintain confidentiality.
  • Bondable.
  • Valid Texas driver’s license.
  • Eligibility for coverage under Houston Housing Authority fleet auto insurance.

Responsibilities

  • Receives, processes, sorts, and distributes ingoing and outgoing mail.
  • Delivers outgoing mail to the Post Office.
  • Provides courier services.
  • Prepares funding requests when postage is low.
  • Ensures all mail processing equipment is fully operational.
  • Takes the necessary actions to ensure HHA vehicle fleet is properly maintained (e.g., ensuring they have fuel, getting oil changes, taking the vehicle[s] to be repaired, cleaned and ensuring registration is current).
  • Maintains accurate record keeping of employees who signed for HHA vehicles.
  • Contacts/interviews vendors regarding their products and services.
  • Creates and maintains with a high degree of accuracy, various procurement-related logs, reports, and files.
  • Assists other procurement personnel with pre-bid.
  • Ensures the monthly Board Meeting agenda is posted at City Hall.
  • Creates Purchase Orders for department needs.
  • Processes department invoices for payment.
  • Assists Procurement Specialists as required.
  • Performs other Procurement Department-related duties as assigned.
