Spartanburg Housing currently has an opening for a Procurement and Contracts Coordinator. This is a full-time position. Overview: The primary purpose of this position is to provide procurement and administrative support for Spartanburg Housing's procurement operations.

Requirements

  • Bachelor's Degree in business administration or related field and a minimum of three (3) years of experience providing analysis/quality control for housing programs as well as procurement experience.
  • Any equivalent combination of education, training, and experience, which, in the sole determination of Spartanburg Housing, provides the required knowledge and abilities, may be considered sufficient.

Nice To Haves

  • Knowledge of HUD federal, state, and local laws and regulations is a plus.

Responsibilities

  • Consults with department heads on procurement needs.
  • Coordinates routinely with them to assure cost effective and timely coordination in procuring goods and services.
  • Completes requisite steps in accordance with HUD and Spartanburg Housing policies.
  • Assists with administration of Spartanburg Housing's procurement process, prepare Requests for Proposals (RFP), Requests for Qualifications (RFQ), Invitation for Bids (IFB) and coordinates the review of Sealed Bids.
  • Ensure purchases are properly processed and recorded in the electronic system of records.
  • Assures suppliers deliver materials and services in accordance with standards of price, time, quantity, and quality agreed upon.
  • Responsible for ensuring records are maintained and procurements are documented from origination through completion.
  • Implement and maintain an inventory control system.
  • Maintains a vendor database for Spartanburg Housing.
  • Contacts vendors regarding procurement needs, specifications, bids, and prices.
  • Review terms and conditions of existing contracts and determine risks and opportunities that may have a financial impact, either positive or negative.
  • Researches and identifies new vendors or contractors based on the needs of the agency, team, program, or initiatives.
  • Assist in the formulation of HUD Annual reports, HUD quarterly reports, monthly Board reports, and other special reports related to procurement.
  • Provides data as requested for monthly reports relative to procurement and inventory which may be presented to the Board.
