About The Position

The South Carolina Judicial Branch (SCJB) seeks an experienced and strategic Procurement and Asset Senior Manager to join the Office of Disciplinary Counsel. This position serves as the lead Procurement Officer for the SCJB and is responsible for overseeing two (2) Contracts/Assets Administrators. The successful candidate will coordinate, evaluate, and manage complex procurement and asset management functions to ensure compliance with SCJB, state, and federal laws, regulations, and policies. This position also provides oversight for building maintenance and renovation coordination for SCJB facilities. Requirements

  • Bachelor's degree and five (5) years of experience in procurement and contract management; or a combination of education and a minimum of eight (8) years of relevant procurement and contract management experience.
  • Certified Professional Public Buyer (CPPB) or Certified Public Procurement Officer (CPPO) certification required.
  • Proficiency in Microsoft Word and Excel.
  • Extensive knowledge of the South Carolina Consolidated Procurement Code, procurement best practices, and asset management policies.
  • Strong understanding of state surplus property procedures and materials management principles.
  • Exceptional leadership, organization, and interpersonal communication skills.
  • Ability to work effectively with judicial leadership, staff, and external stakeholders.

Nice To Haves

  • Accounting or auditing experience is preferred.
  • Experience with governmental purchasing, contract management, asset management, SCEIS, and SC Materials Management Office preferred.

Responsibilities

  • Oversee all branch procurements including bids, proposals, solicitations, and requests for information.
  • Leads contract negotiations in collaboration with program areas and General Counsel to ensure compliance with the South Carolina Consolidated Procurement Code and SCJB procurement policies.
  • Serves as the primary liaison with the South Carolina Division of Procurement Services.
  • Evaluates and approves vendors, reviews SCEIS shopping carts and purchase orders for accuracy, and ensures compliance with all applicable policies and laws.
  • Develops and maintains SCJB procurement, P-Card, and surplus property policies and procedures.
  • Manages the annual asset inventory and updates SCEIS records accordingly.
  • Supervises and mentors two (2) Contracts/Assets Administrator IIs, fostering a professional, efficient, and policy-compliant department.
  • Provides training and guidance to staff and end-users on procurement processes and compliance requirements.
  • Acts as backup administrator for the SCJB Contract Management System (CMS), reviewing and entering contracts, routing approvals, and maintaining contract data integrity.
  • Serves as SCJB's P-Card Coordinator, overseeing issuance, spending limits, training, and monthly transaction reviews via the Bank of America WORKS system.
  • Ensures compliance with state, federal, and branch policies and coordinates the annual P-Card audit.
  • Prepare quarterly procurement reports for the Office of Small and Minority Business and the Office of State Procurement.
  • Assists the Director of Fiscal Services with year-end reports and annual audit documentation.
  • Serves as the Fiscal Services Office liaison for building maintenance, renovations, and facility-related projects with the Department of Administration, Colliers, and other SCJB divisions.
  • Reports directly to the Director of Fiscal Services.
  • Occasional in-state and out-of-state travel required.
  • Must be able to perform light physical activity (lifting up to 20 pounds).
  • Classified as essential personnel during emergencies or disaster events.
  • Full-time, on-site attendance is required.
