The Procurement Analyst at the Center for Health Information and Analysis (CHIA) plays a crucial role in supporting the agency's procurement and purchasing processes, ensuring compliance with relevant laws and regulations. This position is integral to the financial operations of CHIA, contributing to effective fiscal stewardship and enhancing the healthcare system in Massachusetts. The role involves collaboration with various stakeholders and requires a detail-oriented individual with strong analytical and writing skills.

  • Support Agency Procurement and Purchasing Processes by managing end-to-end procurement processes and purchasing activities.
  • Develop, manage, and streamline procurement and purchasing processes in collaboration with the Director of Fiscal Operations.
  • Draft solicitations, manage contracts and amendments, and assist with purchase orders and invoicing.
  • Spearhead the development and coordination of solicitation documents and procurement materials, ensuring compliance with OSD requirements.
  • Manage CHIA's contract schedules, Statements of Work (SOWs), and Interdepartmental Service Agreements (ISAs).
  • Coordinate renewals, amendments, and other critical actions while ensuring compliance with procurement laws.
  • Play a crucial role in CHIA's purchasing activities, preparing purchase orders and liaising with vendors for timely delivery.
  • Process accounting transactions, manage accounts in MMARS, and assist with spending and reimbursement tasks.
  • At least four years of full-time, or equivalent part-time, professional experience in accounting or auditing.
  • At least one year of experience in a supervisory, administrative, or managerial capacity.
  • A Bachelor's degree in accounting, business administration, or business management may substitute for a maximum of one year of required experience.
  • A Graduate degree in accounting, business administration, or business management may substitute for a maximum of two years of required experience.
  • Strong knowledge of the Commonwealth's procurement and fiscal administration policies, tools, and systems.
  • Excellent writing and copy editing skills.
  • Analytical skills and attention to detail.
