About The Position
You will serve as the Quality Assurance Program Manager (QAPM) and Training Coordinator for the Regional Contracting Office-Hawaii. You will implement policy and procedures for all areas of procurement, and will serve as an authority on closeout processes, and participates in all aspects of the Regional Contracting Office-Hawaii (RCO-H) Quality Assurance Program. You will also be required to provide guidance regarding the use of incentive arrangements, multi-year contracts and/or Task Orders under DoN Seaport-e contracts and other innovative solutions. You will be responsible for assisting/reviewing and/or providing auditing oversight regarding the writing and creating documents pertaining to all functions within the acquisition planning of the procurement process. You will advise contracting personnel on any existing policy, instructions and procedures relating to the full scope of contracting matters. You will serve as a member of the Contract Review Board and is responsible for complete and current acquisition knowledge and technical advice to the Board. You will provide results of reviews to the RCO-H Director and Deputy Director to ensure timely identification of trends and systemic deficiencies and/or apparent areas of weakness in the acquisition function.
