About The Position

The Procurement Analyst serves as a liaison for the U.S. Small Business Administration (SBA) at major federal and military procurement installations. This role focuses on ensuring compliance with federal procurement laws, advocating for small businesses, and promoting SBA programs. The analyst reviews procurement processes, provides counseling to small businesses, and conducts training to enhance understanding of procurement regulations and opportunities.

Requirements

• U.S. Citizenship is required.
• Completion of mandatory training for progression to GS-12 or higher level contracting positions.
• At least 4 years of experience in contracting or related positions, with 1 year of specialized experience at or equivalent to the GS-12 level.
• Bachelor's degree with at least 24 semester hours in relevant fields such as accounting, business, finance, or contracts.
• Possession of FAC-C(Pro) / DAWIA Professional certification or equivalent.

Responsibilities

• Serve as the SBA resident or liaison procurement center representative for major federal and military procurement installations.
• Review all procurements over the simplified acquisition threshold for potential small business set-asides.
• Review subcontracting plans to ensure aggressive goals for small businesses are included.
• Perform compliance and capability reviews supporting SBA's Surveillance Review Program and Certificate of Competency Program.
• Analyze federal procurement data and small business participation in acquisitions.
• Counsel small businesses on marketing and selling to federal procurement agencies.
• Participate in high-level conferences to advocate for small business opportunities.
• Collaborate with SBA District Offices to promote SBA programs and resources.
• Conduct training seminars for procurement personnel on changes impacting small businesses.
