The Procurement Analyst position at NASA Headquarters involves serving as the Principal on the Federal Acquisition Regulation (FAR) Council. The role requires leading a team of senior procurement analysts to review and develop policies that address challenges in federal procurement. The analyst will be responsible for drafting regulatory text, coordinating changes to the FAR, and providing technical leadership and guidance to the procurement community.

  • Serve as the FAR Principal working with OFPP, GSA, and DoD on FAR cases.
  • Develop regulations to clarify federal acquisition policies.
  • Draft proposed, interim, and final rules for the FAR.
  • Analyze acquisition information and summarize issues for leadership.
  • Provide agency FAR rulemaking leadership and guidance to NASA FAR analysts.
  • Prepare and present briefing material and conduct training for procurement initiatives.
  • Lead the formulation of procurement policy guidance and recommend improvements.
  • One year of specialized experience equivalent to the GS-14 level in developing regulatory text for the FAR.
  • Experience providing formal agency rulemaking and guidance to the procurement community.
  • Technical leadership experience on Federal Acquisition Regulations.
  • 3 years or more of acquisitions policy rulemaking experience.
