Bowhead is seeking a Process Improvement Expert to join our growing effort within the NAVSEA Enterprise Planning System (NEPS). This role is pivotal in evaluating current business practices to enhance productivity, customer service, and resource utilization while reducing costs. The Process Improvement Expert will be responsible for developing, monitoring, and elevating the performance of NAVSEA's essential business systems and processes. The focus will be on identifying, analyzing, and addressing constraints, challenges, and opportunities within business processes, closely aligning with project management, business strategy, and customer experience processes. The role employs the PDCA (Plan-Do-Check-Act) model, also known as the Deming wheel, which is a structured approach to implementing and controlling change within the organization. The Process Improvement Expert will review and analyze the performance of various procedures under the cognizance of the Business Financial Management Center (BFMC) and make recommendations for improvements. Key responsibilities include observing key performance indicators (KPIs), generating quality reports, and determining methods to enhance process efficiency. The expert will develop and deploy process improvement strategies based on data analysis results, leveraging existing data while minimizing additional data requirements. This role involves identifying, planning, and implementing key projects aimed at improving quality, reducing costs, increasing productivity, and enhancing cycle time by eliminating wasted time and rework, ultimately leading to significant business improvements and increased customer satisfaction. The position encompasses both incremental and breakthrough improvements. Incremental improvements focus on making gradual, small-scale changes to existing processes, while breakthrough improvements aim for significant, transformative changes that can lead to substantial gains in performance and cost reduction. The expert will also be responsible for submitting resultant NEPS system change requests (SCRs) to the NAVSEA Advisory Group (NAG) for consideration and approval, which may be elevated to the Senior Level Configuration Control Board (SLCCB) for enterprise-level approval. Additionally, the Process Improvement Expert will ingrain the five steps of business process improvement into the NAVSEA BFMC culture: identifying the process to be improved, analyzing the current process, designing the improved process, implementing the improved process, and continuously monitoring and improving the process. The role also includes documenting and charting NAVSEA's end-to-end budgetary and task negotiation processes to support Government Accountability Office (GAO) audit requirements, as well as supporting the COMPTROLLER and NAG in generating, deploying, analyzing, and reporting on functional-based customer surveys using Survey Monkey.
