APPLICANTS MUST BE PERMANENT IN THE ADMINISTRATIVE STAFF ANALYST TITLE The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible. The Office of Procedures provides the critical link between policy development and worker execution of the agency programs. Up-to-date, well-written procedures, supported with effective training, provide workers with the knowledge and standards required to operate agency's program consistently and effectively. Under the direction of the Senior Director, with wide latitude for the exercise of independent judgement, initiative, and decision-making, serves as the Medicaid Assistance Program (MAP) and HomeCare Services Program (HCSP) Director, Office of Procedures. The Director of Procedures maintains frequent contacts with Federal and State officials and HRA Office of Legal Affairs to ensure correct procedural interpretations. The Director works closely with the administrators of newly created divisions and units within MAP/HCSP in the development and implementation of procedures pertaining to their specific mandates and other mayoral initiatives.
