This Probation/Parole Officer position will supervise a caseload of 60 to 70 offenders in a residential CRV (Confinement in Response to Violation) facility. These are typically medium- to high-risk offenders who require disciplined supervision strategies, reentry case planning, and effective case management while engaged in cognitive restructuring and substance abuse services. The CRV Center is for adult offenders sentenced by the Court or the Post Release Supervision and Parole Commission to a 90-day period of confinement because of probation/post release technical violations. The goal of the center is to provide behavior modification programming and pro-social activities in a highly structured environment. The CRV Center is in Lumberton, North Carolina and houses up to 192 male offenders in a minimum custody facility. The Justice Reinvestment Act of 2011 required Courts and the Post-Release Supervision and Parole Commission to respond differently to technical violations of supervision. As a result, staff employed at the CRV Center will interact with the offender population in a different manner than in a traditional institutional setting including but not limited to team staffing protocols, reinforcing, and supporting program goals, providing swift responses to behaviors with the use of consequences and rewards, and crisis intervention. This Probation/Parole Officer will be on call every fourth week and will routinely respond at all hours of the day and night to crisis situations such as fights, arrests, and absconders.

Requirements

  • Basic knowledge of court procedures, operational procedures of law enforcement agencies and officials, characteristics of various socio-economic populations and community resources
  • Basic knowledge of the techniques of counseling, interviewing, job recruitment and placement
  • Basic knowledge of criminal behavior, relapse cycle, family and group dynamics, intervention, and prevention techniques
  • Basic knowledge in the of community corrections, probation, parole, and post release including, but not limited to, structured sentencing, criminal law, and statutory guidelines
  • Proven intermediate-level proficiency in case management
  • Pass background checks
  • Pass drug screening
  • Be physically able to perform the essential functions of the job and must pass a physical exam
  • Pass a psychological screening
  • Be a US or naturalized citizen
  • Have a valid NC driver's license
  • Live within 30 miles of the county to which assigned
  • Remain in county to which assigned for two years
  • Reside within the state of North Carolina
  • Must be able to arrest offenders
  • Search an offender's home
  • Must be able to learn a variety of software
  • Make decisions about punishment of an offender who is non-compliant
  • Must be able to pass certification requirements to include attending eight consecutive weeks of Basic training and remain on campus overnight.
  • Bachelor's degree from an appropriately accredited institution.
  • Must be eligible for certification by the North Carolina Criminal Justice Education & Training Standards Commission.
  • Must complete the Criminal Justice Standards Training requirements and all other requirements for General Certification within one year or as required by the North Carolina Criminal Justice Education & Training Standards Commission.

Responsibilities

  • Ensure an equal balance of control and treatment for offenders that will positively affect their behavior and lifestyle patterns
  • Work with CRV offender population to improve and facilitate successful reentry to the community by utilizing supervision strategies such as skill set training, role modeling, redirecting, reinforcing pro-social behavior, consequences, incentives, and case planning
  • Respond to violent acts at the facility, perform warrantless searches of offenders, use necessary defensive techniques to de-escalate volatile situations
  • Supervise offenders' activities within the facility to ensure their compliance with court orders and sanctions
  • Engage in crisis intervention, team staffing with custody and program staff, provide swift response to behavior with the use of consequences and rewards within the community-based program
  • Respond immediately to crisis situations, create the need for development and often independent implementation of unique control mechanisms
  • Patrol the area surrounding the facility when an offender absconds, initiate arrest when the offender is located
