About The Position

Support the development, negotiation, execution, and administration of transmission‑related agreements for Xcel Energy’s system, consistent with utility business practices, FERC‑jurisdictional requirements, and large‑scale infrastructure project needs. Oversee and administer both load and generation related interconnection agreements with other transmission owners, municipalities, and independent power producers that interconnect to and deliver their product through the Xcel Energy transmission system. Apply an understanding of electric utility operations, transmission planning, and major infrastructure delivery to evaluate commercial risk, cost responsibility, and contractual alignment with approved tariffs, policies, and project scopes. This is a technical position that must interface with transmission operations, energy supply, control areas, reserve groups, RTOs, FERC, and neighboring transmission systems. This is also a consultative position that must develop high-level relationships with industry customers while having extensive knowledge of Xcel Energy’s business unit operations. Serve as a primary commercial point of contact for external counterparties, including other investor‑owned utilities, municipal utilities, cooperatives, and large energy customers, fostering productive working relationships. Represent Xcel Energy in negotiations and discussions with sophisticated counterparties, balancing customer needs, operational considerations, and regulatory compliance. Work collaboratively within cross‑functional teams, including Legal, Engineering, Transmission Planning, Project Management, Finance, Credit/Risk and Regulatory, to align agreement terms with project execution, regulatory obligations, and company risk posture. Lead or coordinate agreement‑related workstreams by organizing inputs, driving internal alignment, and elevating issues as appropriate to ensure timely and consistent outcomes. Provide leadership and positive mentoring to other members within the team. Manage multiple transmission‑related agreements concurrently across different projects and counterparties, prioritizing tasks, tracking milestones, and coordinating reviews to meet business and project timelines. Maintain organized records, status tracking, and communication flows for active agreements to ensure visibility, accountability, and continuity across project lifecycles.

Requirements

  • BS/BA degree in Business or Engineering or equivalent experience.
  • 8 to 10 years of combined experience in negotiating contracts within the energy environment, system planning, system operations, or engineering in a Utility environment preferred.
  • Must have capability to perform both load and generation interconnects.
  • Public speaking ability required.
  • Work is highly confidential and requires an understanding of FERC order 888 and 889 and associated Standards of Conduct.
  • Requires some evening and weekend work and some travel required.

  • Demonstrated judgment in balancing commercial, operational, and regulatory considerations in contract development and negotiations.
  • Ability to anticipate downstream impacts of agreement terms on project execution, customer relationships, and long‑term asset ownership or operations.
  • Experience working with or for an electric utility, energy infrastructure owner, transmission developer, or similarly regulated industry, with exposure to transmission, generation interconnection, or large capital infrastructure projects.
  • Demonstrated understanding of commercial and contractual considerations associated with large‑scale infrastructure delivery, including cost responsibility, risk allocation, and coordination among multiple stakeholders.
  • Experience negotiating or administering complex agreements with sophisticated counterparties, such as other utilities, independent power producers, transmission customers, or governmental entities.
  • Strong ability to work effectively within cross‑functional and matrixed teams, including contributing to or leading agreement‑related initiatives without direct authority and ensuring timely resolution of open issues.
  • Proven organizational and prioritization skills, with the ability to manage numerous active agreements and issues in parallel while meeting deadlines and maintaining attention to detail.
  • Effective written and verbal communication skills, including the ability to convey complex contractual or commercial concepts clearly to both internal and external audiences as well as identifying and escalating high profile issues to leadership.

Responsibilities

  • Conceive, coordinate, negotiate and implement complex proposals, contracts and amendments for both load and generation interconnection agreements to retain and increase transmission services for existing and new customers.
  • Develop a strong understanding of FERC orders/rulings, PSC requirements and RTO policies and procedures which affect interconnection and transmission service.
  • Develop and maintain relationships with wholesale customers.
  • Liaison to ISO, FERC and other non-retail Xcel Energy functions.
  • Provides guidance to, and development of, other members within the team.
  • Acts as a positive mentor and provides clear and constructive feedback when required.
  • Initiate, develop, and maintain relationships with other utilities, suppliers, and other companies.
  • Identify and analyze customers' and competitors' strategies, needs and plans, create and develop market and competitive intelligence and market plans for new transmission services.
  • Originate, lead and direct interdisciplinary teams to provide and implement customized solutions to customers that bring added value to Xcel Energy delivery business unit.
  • Respond to inquiries regarding billings, services, rates, options, etc. when applicable.
  • Provide information and support to other departments concerning agreements (historical or current), rates, communications, loads, etc.
