Digital Turbine is seeking a Principal Technical Program Manager Engineering to partner closely with the CTO and engineering leadership team to improve organizational alignment, execution discipline, and delivery outcomes across the Product and Engineering organization. The initial mandate for this role will be to design, operationalize, and lead the rollout of an Engineering operating model across Digital Turbine’s global engineering teams. This effort will focus on creating clear ownership models, improving cross-team collaboration, and establishing scalable Agile operating practices with fully automated ways of measuring outcomes across the organization. On an ongoing basis, this role will work across engineering leadership to translate strategic priorities into structured programs and operating frameworks that enable teams to execute more effectively. The Principal Technical Program Manager will serve as a connector across Product, Engineering, and Commercial teams, ensuring initiatives move from concept to delivery with clarity, accountability, and measurable outcomes. In addition, this role will support the CTO and engineering leadership on high-priority strategic initiatives and operational improvements as business needs evolve. About the Principal Technical Program Manager: Engineering Operating Model Transformation Lead the design and rollout of a scalable Engineering operating Model across Digital Turbine’s engineering global organization Partner with Engineering and Product leadership to define team structures, ownership boundaries, and collaboration patterns across squads Establish Agile operating mechanisms including sprint planning alignment, release coordination, backlog governance, and delivery accountability frameworks Develop playbooks, documentation, and enablement materials to support adoption of the squad model Provide coaching and guidance to engineering teams and leaders to ensure consistent adoption of Agile and squad-based delivery practices Monitor implementation progress and continuously refine the operating model to improve delivery predictability and team productivity Strategic Program Leadership Lead cross-functional technology programs that span multiple engineering teams and product areas Translate leadership priorities into structured programs with defined milestones, ownership, and delivery timelines Identify and manage cross-team dependencies, risks, and constraints that may impact program delivery Facilitate alignment across Product, Engineering, and other partner teams to ensure initiatives remain aligned with company objectives Engineering Leadership Support Serve as a strategic operational partner to the CTO and engineering leadership team Help coordinate leadership priorities, planning cycles, and cross-team initiatives Facilitate communication and alignment across engineering leaders to ensure consistent execution against organizational goals Support the development of operating frameworks that improve transparency, accountability, and decision-making Governance, Visibility & Reporting Establish lightweight governance mechanisms to track progress across key engineering initiatives Develop dashboards, reporting artifacts, and executive updates that provide visibility into delivery progress and program risks Ensure leadership teams have clear insight into dependencies, milestones, and delivery status across teams Support quarterly and annual planning cycles by helping align engineering initiatives with broader company objectives Scope Initiatives impacting Digital Turbine’s global Product and Engineering organization Programs spanning multiple engineering teams, product initiatives, and cross-functional stakeholders Decision-Making Operates with significant autonomy in structuring programs and operational frameworks Provides recommendations to leadership that influence engineering execution and delivery practices Leadership Provides thought leadership in Agile delivery practices and cross-team coordination Influences leaders and teams across the engineering organization without direct reporting authority About You as the Principal Technical Program Manager Experience Bachelor’s degree in Computer Science, Engineering, Business, or related field 10+ years experience in program management, engineering program leadership, or Agile transformation roles within technology organizations Demonstrated experience introducing or scaling Agile development practices across engineering teams Proven ability to coordinate large cross-functional teams and complex technology initiatives Experience managing programs spanning mobile, web, backend, and platform technologies Track record of delivering programs on time and within budget in fast-paced environments Leadership & Collaboration Strong ability to influence and collaborate across engineering, product, and business teams Exceptional communication skills with the ability to translate complex technical initiatives into clear executive updates Experience coaching teams and helping organizations adopt Agile development practices Technical Acumen Solid understanding of the software development lifecycle and Agile development frameworks Ability to engage in technical conversations with engineering teams while communicating effectively with leadership stakeholders Familiarity with tools such as Jira, Agile planning tools, and program tracking platforms About Digital Turbine: Digital Turbine (NASDAQ: APPS) powers superior mobile consumer experiences and results for the world’s leading telcos, advertisers and publishers.
