About The Position

Scaled Composites is seeking a Principal/ Senior Principal Proposal Analyst to join our team. The successful candidate will collaborate with various departments across the company to develop cost and schedule estimates and craft clear, accurate proposals outlining how Scaled Composites will meet customer requirements. Through the capture process, they will work closely with contracts, engineering, business management, procurement, and leadership to ensure alignment and completeness. This role will also serve as a primary interface with customers, leading proposal efforts. In addition, the candidate will support data capture and reduction initiatives to help generate new proposal tools and service existing ones. Founded by legendary aircraft designer Burt Rutan, Scaled Composites is a vertically integrated aerospace company continually working to push boundaries, prove out ideas, and influence the future. We are a rapid prototyping and manufacturing facility, designing, building, and testing proof-of-concept demonstrators and prototype vehicles. We have flown an average of one new aircraft type per year over our 44-year history such as Proteus, GlobalFlyer, SpaceShipOne, Model 401, Model 437, and Stratolaunch.

Requirements

  • Basic Qualifications for Level 3 Principal Proposal Analyst:
  • Bachelor’s degree in business, finance, economics or related discipline with 5 years of proposal or material estimating experience OR a Master's degree in business, finance, economics or related discipline with 3 years of proposal or material estimating experience
  • Must have thorough understanding of pricing and estimating methodologies, quality, and compliance requirements (FAR/DFARS) related to cost volumes and Cost Estimating System requirements.
  • Must have the ability to obtain and maintain Top Secret Clearance and Program Access.
  • Basic Qualifications for Level 4 Senior Principal Proposal Analyst:
  • Bachelor’s degree in business, finance, economics or related discipline with 8 years of proposal or material estimating experience OR a Master's degree in business, finance, economics or related discipline with 6 years of proposal or material estimating experience
  • Must have thorough understanding of pricing and estimating methodologies, quality, and compliance requirements (FAR/DFARS) related to cost volumes and Cost Estimating System requirements.
  • Must have the ability to obtain and maintain Program Access.

Nice To Haves

  • Active Secret Clearance, preferred
  • Active Top Secret Clearance, preferred

Responsibilities

  • Coordinate and manage the full life cycle of the proposal process including initiation, development, submission, and follow-up
  • Compile cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications
  • Write and compile content for compelling, award-winning technical volumes for submission with the proposal package
  • Field, organize, and respond to customer solicitations and requests
  • Participate in scope, schedule, and pricing reviews with management and customer representatives
  • Seek out and incorporate proposal input from project teams, contracts, and support departments
  • Analyze specifications, including sketches, blueprints, bills of material, or sample layouts, and calculates costs using labor and material pricing metrics and historical data
  • Develop Basis of Estimate and Bill of Materials in support of proposal audits
  • Create pricing models and cost estimating relationships
  • Assist in creating database of prior Scaled efforts that captures historical performance data
  • Ensure external laws, internal procedures, and standards are met
  • Perform program closeout analysis
  • Support Annual Operating Plan, Long-Rang Spend Plan, and award plan deliverables
  • Conduct ad hoc and special projects as required
  • Ability to multi-task and work multiple assignments simultaneously
