Northrop Grumman Aeronautics Systems has an opening for either a Level 3 Principal Proposal Analyst or a Level 4 Senior Principal Proposal Analyst to join our team of qualified, diverse individuals! This position will be on site in Melbourne, Florida.

Requirements

  • Bachelor’s degree in business, finance, economics or related discipline with 5 years of proposal or material estimating experience OR a Master's degree in business, finance, economics or related discipline with 3 years of proposal or material estimating experience.
  • Ability to perform and apply cost accounting, pricing and estimating concepts and principles.
  • Proficient with MS Office Suite, specifically Excel and Word.
  • Ability to transfer and maintain the final adjudicated government Secret clearance.

Nice To Haves

  • Experience with SAP.
  • Experience with program cost analysis in an engineering and manufacturing environment.
  • Working knowledge of government contract environment (FAR and DFARS).
  • Working knowledge of cost accounting standards, generally accepted accounting principles and accounting/proposal auditing techniques.
  • Familiarity with the concept and application of Cost Improvement Curves.
  • Intimate background with Global Supply Chain Subcontract/Procurement requirements.

Responsibilities

  • Support efforts associated with proposal development, planning and scheduling during the supplier acquisition process.
  • Perform cost estimating/pricing related duties and analysis in accordance with request for proposal (RFP) specifications and in compliance with regulatory requirements.
  • Coordinate with functional departments to facilitate the collection and accumulation of cost, scheduling, and performance elements.
  • Research and analyze historical data and develop cost models to support proposal efforts.
  • Coordinate activities and participate in fact-finding meetings and in should-cost and pricing reviews with management and customer representatives.
  • Submit written supplier price/cost analysis reports (PCARs) detailing the suppliers’ price/cost proposal as required by FAR Part 15.
  • Prepare Procurement Review Board (PRB) briefings showing supplier proposed vs. negotiation objective positions by major element of cost.
  • Prepare materiel estimates and provide a consolidated bill of material to include in cost volumes as a support function to NGAS Pricing/Estimating.
  • Support supplier negotiations and represent the supplier price/cost analysis position to customers.
  • Respond to miscellaneous and external Global Supply Chain Business Management requests for information regarding assigned suppliers.
  • Maintain and update program bill of material, actual cost records, and supporting data.
  • Support DCAA and DCMA audits as required.
  • Analyze, forecast and track supplier cash/expenditures.
  • Support Global Supply Chain with assigned suppliers from Change Board, RFP process, proposal evaluation, negotiation, affordability, and close out.
  • Work as an integral member of the Subcontract/Procurement team to achieve Global Supply Chain, Program, and/or NGAS objectives.
