The High Energy Laser (HEL) Finance organization within Land and Air Defense Systems (LADS) Mission Area has an opportunity for a Principal Specialist, Program Controls Analyst (P3) to support the Archerfish Follow-On program within the HEL Airborne portfolio. As a Financial Lead, the candidate will be expected to manage the financial performance of the Archerfish FO program, which includes earned value, monthly spend plans, consolidating financial data for various reviews including the weekly Program Performance Reviews (PPR), monthly Program Management Review (PMR), bi-weekly Risk & Opportunities (R&O) for financial forecasts. You will be responsible for regularly identifying and assessing risks with the potential to impact cost and/or schedule and for providing proactive analysis of all financial aspects of all assigned projects. Additionally, the candidate is expected to develop advanced knowledge of all program control tactics; ensure ongoing communication and collaboration with PM / OSC / CAM/IPTLs chain as well as the Finance organization on all program financial performance issues. This position will work with multiple functions and levels within the organization and provide Program Control recommendations and implement solutions. The successful candidate should be dedicated to continued process improvements and the building of efficiencies into all operational aspects of the organization and have the ability to develop financial requirements in a dynamic, fast-paced environment. This is a great opportunity for an analyst to grow their skill set while supporting both Program and Finance Management through working under deadlines and constraints, delivering on commitments, holding teams accountable, as well as having the ability to multitask across a variety of tasks. This position is being offered in an onsite capacity and is based on the needs of the business. The preferred candidate will work onsite at McKinney, TX, Andover, MA or Tucson, AZ. The team/program require assistance to align with the Central U.S. time zone. Relocation assistance is not being provided.

Requirements

  • Typically requires a Bachelor’s degree in Finance, Accounting, Economics or related field & a minimum 5 years of related work experience; OR an Advanced degree and 3 years of related work experience
  • Experience with EVMS and/or EAC/ETC
  • Experience with budgeting and/or variance analysis
  • U.S. citizenship is required, as only U.S. citizens are authorized to access the financial management system due to government contractual requirement

  • Knowledge of Federal Acquisition Regulations (FAR), Cost Accounting Standards (CAS), and Generally Accepted Accounting Principles (GAAP)

Responsibilities

  • Manage program EVMS
  • Create and maintain EV artifacts including Control Account Documents, Secondary Work Authorizations, WBS Dictionary, Program Log, and Responsibility Accountability Matrix
  • Support internal Earned Value Management Systems (EVMS) implementation and maintenance including variance analysis, EVMS CDRL preparation (IPMR, CFSR, CSDR)
  • Cost and Schedule reporting and analysis
  • Development of Estimates At Complete (EAC’s)
  • Project setup and management
  • Utilize & share knowledge of the RTX Earned Value Management system process 10255 policy within the program team
  • Ad-hoc support and analysis
