We have an opening for a Principal Specialist, Contracts supporting our Global Intelligence Surveillance and Reconnaissance (ISR) Sensors Contracts Team to join our team working out of Westford, MA in a hands-on, collaborative environment. In this role, you will be responsible for cradle-to-grave contract administration activities to include proposal preparation, contract negotiation, contract administration, and contract closeout. You will enable significant customer activities to fulfill contract requirements in accordance with company policies, legal requirements, and customer specifications. A successful candidate will contribute to sole source and competitive pursuits, as well as execution efforts, with our customer. You will handle Federal Acquisition Regulation (FAR) based, Truth in Negotiations Act (TINA) compliant efforts, and Other Transaction Agreement (OTA) activity within this role accompanied by associated Terms and Conditions review and negotiation. The Principal Specialist, Contracts will collaborate closely with Program Management leadership, the Office of General Counsel, and cross-functional teams to support program gate reviews, program management reviews, proposal evaluations, and all other contract-related matters impacting the portfolios. The successful candidate will be required to work onsite at the following RTX location: Westford, MA.

Requirements

  • Typically requires a University Degree or equivalent experience and a minimum of 5 years prior relevant experience, or an Advanced Degree in a related field and a minimum of 3 years prior relevant experience.
  • Experience in leading and/or administering U.S. Government contracts under the Federal Acquisition Regulations (FAR), and / or Defense Federal Acquisition Regulations Supplement (DFARS) (to include proposal preparation, contract negotiation, change management).
  • Experience working Sole Source Proposals, subject to the Truthful Cost or Pricing Data Act (commonly known as the TINA).

Nice To Haves

  • Experience with direct engagement with external customers.
  • Experience with Contracts administration and negotiation of proposals and contracts of medium to high complexity, to include commercial contracts.
  • Excellent time management and organizational skills are essential.
  • Strong interpersonal skills to work effectively with cross-functional internal and external stakeholders, including customers and leadership teams.
  • Mature judgment, proactive involvement in strategic issues and problem resolution skills.

Responsibilities

  • Advise and/or represent the organization on contract negotiation and administration matters.
  • Draft, interpret, and manage contract documents in support of Contracts and the Business Unit.
  • Comply and support any Import / Export (ITAR/EAR) compliance requirements.
  • Facilitate and ensure constant communication and coordination with the internal/external customer program team.
  • Participate in the review, analysis, and negotiation of Terms and Conditions.
  • Adhere to and comply with standardized corporate procedures and compliance documentation.
  • Respond to stakeholder inquiries in a timely and efficient manner.
  • Disseminate (“Flowdown”) customer contractual requirements within the organization.
  • Act as liaison between internal and external customers.
  • Perform proposal management and business risk mitigation.
  • Perform Accounts Receivable management.
  • Work autonomously with limited oversight and may provide input or guidance to lower-level professionals with tasks and assignments.
  • Multi-task routine and complex contract and proposal activities while responding to unplanned quick response requirements as they emerge.
