The Principal Proposal Strategist will lead and manage the development of compliant, compelling and competitive proposals in response to Government Requests for Proposals (RFPs), Requests for Information (RFIs), and other solicitations. The individual will be responsible for orchestrating the proposal process from inception to final delivery, ensuring alignment with strategic objectives and adherence to all governmental and organizational protocols. This role requires an individual capable of working in a high-pressure environment with the ability to juggle multiple tasks and deadlines, provide effective team leadership, and exhibit a keen eye for detail and quality. US Citizenship is required. A Top-Secret Clearance is required to apply. This is a HYBRID role, but you will be permitted to work remote-telework most of the time; when you are required to be on-site you will report to our Chantilly, VA location. Salary Range for this role: 200K – 220K

Requirements

  • Hybrid role: when required to be on-site you will report to our Chantilly, VA office. This role is mostly remote-telework. This role supports our Intel and Cyber business group.
  • Ability to be on-site during active proposals.
  • Proven track record of successfully managing large-scale, complex proposals for federal government agencies.
  • Comprehensive understanding of federal procurement processes and related regulations, including FAR (Federal Acquisition Regulations) and DFARS (Defense Federal Acquisition Regulation Supplement).
  • Exceptional organizational, project management, and leadership skills.
  • Strong verbal and written communication abilities.
  • Capacity to adapt to rapidly changing priorities and manage multiple high-stakes projects simultaneously.
  • Proficiency with proposal management tools and software, such as Microsoft Office Suite (Word, Excel, PowerPoint), Adobe Acrobat, SharePoint, and various proposal automation tools.
  • 15+ years of relevant experience with Bachelor’s degree or 12+ years relevant experience with Master’s degree.
  • Minimum of 8+ years of managerial or leadership experience, with demonstrated ability to lead high-performing teams through complex proposal efforts.
  • Extensive experience in leading and contributing to major cost and technical proposal efforts for large-scale, strategic opportunities.
  • Recognized expertise in proposal management best practices, industry trends, and strategic pricing frameworks.
  • Proven ability to influence key stakeholders, including cross-functional teams and customer representatives.

Responsibilities

  • Lead and oversee the complete life cycle of large-scale or highly strategic proposal efforts, including coordinating proposal schedules, deliverables, and resources across multiple functional departments.
  • Craft and execute strategic approaches to proposal responses, aligning with customer expectations, competitive analysis, and the company’s strategic objectives.
  • Research, analyze, and synthesize historical data, market trends, and competitive intelligence to develop innovative pricing and technical strategies.
  • Develop comprehensive and competitive cost estimates while ensuring alignment with the scope of work and compliance with all customer requirements.
  • Interface with customers and stakeholders during fact-finding exercises, negotiations, and post-submission justifications for proposal pricing and technical solutions.
  • Work closely with internal leadership and external stakeholders to influence proposal outcomes and drive high win rates.
  • Provide mentorship and guidance to proposal managers, senior proposal managers, and other contributors to elevate proposal quality, efficiency, and process consistency.
  • Facilitate, review, and edit proposal content for clarity, impact, compliance, and alignment with win strategies and technical requirements.
  • Act as a trusted advisor to executive leadership on proposal-related strategies, risks, and opportunities.
  • Develop and deliver high-quality written and oral presentations for internal leadership and customer stakeholders regarding the proposal, pricing strategies, and submission outcomes.
  • Mentor and train junior proposal staff, providing guidance and support to enhance their professional development and effectiveness.
  • Participate in strategic planning for proposal development, contributing ideas and solutions to improve proposal processes and win rates.
  • Stay up-to-date with industry best practices, emerging trends, and competitive intelligence.
  • Engage in networking and relationship-building activities to identify and pursue new business opportunities.
  • Support other business development activities as required, including market analysis, customer engagements, and capture planning.
