GENERAL STATEMENT OF DUTIES: To assist the Construction and Facilities Management Officer (CFMO) by managing the State Installation Status Report (ISR) program to include the BUILDER Program, assist in real property sustainment, restoration and modernization project development (SRM) and Military Construction (MILCON) programs. SUPERVISION RECEIVED: Works within the CFMO Planning Branch, coordinates with the CFMO to ensure conformance to agency policies, objectives, rules and regulations. SUPERVISION EXERCISED: To supervise assigned personnel. ILLUSTRATIVE EXAMPLES OF WORK PERFORMED: To manage the ISR & BUILDER programs and establish the systems for data collection, data capture, quality control compliance, and completion each fiscal year. To provide support to each office/section/directorate in the state with system management. To serve as a link to the Subject Matter Experts (SME) at National Guard bureau (NGB) with counterparts in the State. When no SME is available within the State the incumbent coordinates with NGB to ensure correct input; Responsible for assisting in coordinating the state’s Real Property Master Plan (RPMP), Long Range Construction Plan (LRCP) and Facilities Life Cycle Plan (FLCP) and the State’s Real Property Development Plan (RPDP); Responsible for assisting the Construction & Facilities Management Office (CFMO) on all proposed ARNG construction. Responsible for developing, maintaining, coordinating and submitting the state’s MILCON, Unspecified Minor Military Construction (UMMC) and Critical Unfunded Construction (CUFR) program documents (DD 1390/91’s) using NGB approved systems; Develop economic analysis reports and Information Systems Cost (ISCE) estimates using ISCE and ECONPACK in support of DoD funding requests for capital investment projects; Assists in the Real property program to include: acquisition, management and termination of real property interests; maintenance of real property accountability, the Facility Inventory and Stationing (FISP), Army Stationing and Inventory Plan (ASIP) and the validation of real property quantities; Site & Facility Assessment: Conducts Staff Assistance Visits/Inspections of units to evaluate effectiveness of real estate execution management objectives; Ensures the State meets DoD, Army and state standards for master planning. Aid in developing the State ARNG long range plan to structure and prioritize the number, size, content, and potential mix of State ARNG installations and facilities to aid with current and projected force structure; Assists in maintaining the State of Rhode Island Capital Plan (RICAP), and the Military Construction, National Guard (MCNG) program as it pertains to the State ARNG Master Plan; Provides input for the planning and developing of long-term real property acquisition, development, and construction projects for the State; Provides in-depth information on Army National Guard unit of assignment real estate instruments, practices and procedures required to aid the Plans and Programs office with implementation and execution of long range and short range real estate plans, requirements and projects. Manage plans to ensure compliance with all codes, procedures and regulations are being met; Project Documentation: Ensure that the backup documentation for the PRIDE database for real property records and associated Army databases for each real property asset are complete and properly maintained; Ensure compliance with the Chief Financial Officer Act (CFOA) for real property requirements. Accurately prepare required documents, such as: the required forms (1354, 337 etc.) and the facility information folders (FIF) and project information folders (PIF). Performs the technical review and editing of MCNG (Military Construction National Guard) and UMI (Unspecified Minor Construction) project documentation and site approval requests for government review and approval; Provide and conduct coordination with a variety of agencies both internal and external to the State ARNG on issues pertinent to planning for State ARNG installations and facility management. Maintains close liaison with senior ARNG commanders and directorates, state and local government authorities, Corps of Engineers and the National Guard Bureau. Participates in and aid with the documentation preparation of, the Joint Service Reserve Component Facilities Board (JSRCFB) and State Planning Board; Provide the Real Estate Chief with a possible short, mid, and long term plan of the overall State ARNG resources. Provide inputs to the COR on potential cost factors for future project documentation prior to submission to higher headquarters and to local planning/programming activities, NGB, State and other government agencies; To perform the full scope of supervisory personnel functions including the assignment of duties; participates in the interview and selection of employee; schedules and approves leave; ensures indoctrination of new employees; provides training; evaluates performance, initiates action to upgrade positions; and resolves disciplinary problems;
