About The Position

The Principal Planner, Right of Way Research at the City of Pittsburgh's Department of Mobility and Infrastructure is responsible for overseeing the management and maintenance of the City's right-of-way records. This role involves reviewing and approving encroachment permits, supervising survey staff, and coordinating with various departments to ensure effective planning and infrastructure management.

Requirements

  • Two (2) years of full-time planning experience in urban and regional planning, including experience in transportation review and transportation planning principles.
  • Master's Degree in Urban and Regional Planning, Engineering, or a related field with a specialization in transportation.
  • A current, valid Class C Pennsylvania Driver's License is required prior to appointment.

Responsibilities

  • Oversees the issuance of encroachment permits, furnishing permits, dedications, and vacations for right of ways.
  • Advises Department leadership on decisions related to requests to encroach in, vacate, or accept new right of way or city infrastructure.
  • Provides street information and ROW Status to city staff, contractors, utility companies, and the general public.
  • Maintains ROW Records including surveys, plans, agreements, inspection reports and related information.
  • Retrieves, verifies, and disseminates survey and real estate records and documents both manually and digitally.
  • Furnishes survey and property information to surveyors, City personnel, etc. in person, electronically, and via telephone.
  • Assists with right-of-way verification for PennDOT projects.
  • Secures and reviews appropriate bonds and insurance certificates from utility companies, contractors, and the general public as needed for city approval or permit issuance.
  • Identifies policies needed to guide ROW decision-making and records management.
  • Assists with projects to digitize and properly store paper documents.
  • Prepares professional memorandums, maps, charts and other presentations of materials from field data and office analysis as needed to document or verify research.
  • Coordinates with the City of Pittsburgh GIS team to update GIS records with most up to date right-of-way information.
  • Coordinates with the Department of Permits, Licenses, and Inspections (PLI) and Department of City Planning (DCP) on related projects as applicable.
  • Investigates and responds to complaints from the Mayor's Office and answers general correspondence.
