About The Position

OCC is seeking an experienced and strategic government relations professional to join its Washington, DC office as Principal, Government Relations. This is a senior-level role that leads all aspects of OCC's Congressional advocacy and Political Action Committee (PAC) administration. The Principal serves as the primary day-to-day contact for Capitol Hill offices and acts as the deputy to the Executive Director, Government Relations, assuming full leadership responsibilities in the Executive Director's absence. This is a unique opportunity for a seasoned Congressional staffer or financial services lobbyist ready to step into a high-visibility corporate government affairs role at the center of U.S. securities market policy.

Requirements

  • 9+ years of experience in government relations, public policy, or Congressional affairs — candidates with direct Congressional office experience are strongly encouraged to apply.
  • Extensive knowledge of Congressional operations, legislative processes, and experience engaging with Congressional offices and committees.
  • Demonstrated ability to lead and manage multiple complex projects simultaneously in a deadline-driven environment.
  • Outstanding written and verbal communication skills, including the ability to distill complex policy issues into clear briefings and executive-level communications.
  • Strong judgment, discretion, and the ability to operate independently while thriving in a collaborative team environment.
  • Effective leadership and decision-making capabilities.
  • Bachelor's degree in Political Science, Finance, Economics, Communications, or Business (or related field).
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and Workday.

Nice To Haves

  • Prior experience in the securities industry, financial services sector, or corporate communications.
  • Familiarity with the Quorum PAC administration platform.
  • Experience with Quorum or similar PAC/legislative tracking platforms.

Responsibilities

  • Congressional Advocacy & Legislative Affairs Serve as OCC's lead advocate with Members of Congress and their staff on legislative and regulatory matters affecting OCC and the U.S. options industry.
  • Represent OCC and the U.S. Securities Markets Coalition at Congressional events, fundraisers, hearings, and industry functions.
  • Develop and execute strategic advocacy meeting plans with Members of Congress and senior Congressional staff on behalf of OCC and the Coalition.
  • Monitor, track, and analyze complex federal legislation and regulatory developments; prepare timely briefings, background memos, and escalation reports for senior OCC leadership.
  • Manage the Government Relations Department's outreach strategy, including proactive engagement with Congressional offices and responses to incoming inquiries from Congress, regulatory bodies, and other government organizations.
  • Report on hearings, markups, and oversight activities of Congressional committees with jurisdiction over securities, derivatives, and tax policy, as well as relevant actions by the SEC, CFTC, and industry organizations.
  • Partner with the Executive Director to manage all aspects of the U.S. Securities Markets Coalition, including strategic planning, member coordination, and regulator engagement.
  • Prepare agendas, materials, and talking points for Coalition meetings and serve as the primary operational lead for Coalition activities.
  • Supervise all functions of the OCC Political Action Committee (PAC), including database management, receipts, disbursements, solicitation strategies, and PAC Board meetings.
  • Lead PAC solicitation campaigns and employee communications; present PAC updates to internal OCC departments.
  • Oversee the OCC Charitable Match Program administration.
  • Ensure full federal compliance, including all filings required under the Federal Election Campaign Act (FECA) and the Lobbyist Disclosure Act.
  • Lead planning and execution of OCC PAC events in Washington, DC, Chicago, and Dallas, including the annual OCC PAC Washington Summer Visit.
