About The Position

The City of Durham is seeking a Principal Engineer in the Stormwater Review Group within the Development Infrastructure Division of the Planning and Development Department. This position is crucial for ensuring compliance with stormwater regulations through the independent review of development plans. The role requires a solid understanding of hydrology, hydraulics, and stormwater control measures (SCMs), along with strong customer service and communication skills to assist the development community in meeting stormwater requirements. The position involves field inspections of SCMs, project management, and administrative support, all aimed at fostering a sustainable and equitable Durham.

Requirements

  • Bachelor's degree in Civil Engineering, Construction Project Management, Environmental Engineering, Biological Engineering, or a directly related field.
  • Five years of related engineering and/or project management experience.
  • A North Carolina Professional Engineer Registration or equivalent as determined by the City.
  • Valid North Carolina Class C Driver's License with a satisfactory driving record.
  • A minimum of three years of experience in areas related to the design, construction, maintenance, and/or regulation of stormwater control measures is preferred.
  • Significant experience in or with stormwater maintenance/regulations in municipalities.
  • Expertise in stormwater software for watershed hydrology modeling, pond routing, storm sewer modeling, etc.
  • Stormwater BMP Inspections and Maintenance Certification and/or Stormwater BMP Reviewer Certification through NC State University or equivalent certification.
  • Experience explaining technical and regulatory stormwater issues to non-technical individuals and/or groups.

Responsibilities

  • Manages projects, programs, and assigned department operations; develops and administers contracts; develops operational policies and procedures.
  • Establishes project and unit goals; develops project scope, budgets, and schedules; trains staff; improves safety and operational processes.
  • Assists with preparing applications for and managing grants.
  • Oversees data collection and analysis; conducts engineering studies; creates work plans and processes, identifying locations/areas requiring improvement.
  • Recommends and implements engineering and safety solutions; tracks post-implementation project progress and requirements.
  • Performs field inspections and monitors operations to ensure compliance with safety and other applicable regulations, policies, and procedures.
  • Prepares, reviews, and analyzes engineering plans and bids, drawings, reports, contracts, agreements, presentations, specifications, request for proposals/qualifications, and other documentation.
  • Drafts ordinances and City Council communications; coordinates the review of and/or reviews design submittals from internal and external staff.
  • Develops technical specifications; maintains records, logs, and databases.
  • Assists with the coordination of and/or attends public meetings; provides technical expertise and consultation to City departments and external agencies; provides training.
  • Designs, implements, and evaluates special projects; may create drawings and plans as required.
  • May serve as a lead worker, assigning work and monitoring work completion, or supervise paraprofessional and support staff.
