Job Description: In this position you will be a member of the Pricing Group, within the JPL Office of Task Order Management and Pricing. As a Pricing Analyst, you will be responsible for providing Laboratory wide support for the generation of cost/price detail including proposals, Task Plans, Rough Order of Magnitude (ROM)'s, what-if exercises, etc. through utilization of JPL approved pricing tools and proper application of JPL's published rates and factors. Other responsibilities include but are not limited to: Providing audit support, analysis of cost information in support of customer and JPL management reviews, compliance reviews to ensure JPL is consistent with internal as well as Government regulations. Reviewing to ensure adequacy of supporting cost detail (i.e. Basis of Estimates) and required approval of pricing detail in support of any submittal that can potentially commit the Laboratory. Providing support and leadership to engineering and business functions to ensure completeness of estimating for labor, materiel and subcontracted efforts in proposal planning and task orders. Performing cost analysis on subcontract proposals. Leading and participating in peer reviews, concurrences and approval of pricing products. Training personnel on cost estimation and proposal related topics.

Requirements

  • Typically requires a Bachelors degree in business, or similar discipline with a minimum of 6 years of related experience; or a Masters degree in similar discipline with a minimum of 4 years of related experience; or a PhD in similar discipline with a minimum of 2 years of related experience.
  • Advanced knowledge in one or more of the following areas: proposal pricing, cost estimating, government contracting, Federal Acquisition Regulation (FAR), project life cycles, and project milestones.
  • Advanced understanding and wide application of advanced principles, theories, concepts and techniques including basis of estimates (BOE) in proposal pricing, estimating, government contracting and FAR in applicable industry and/or academia.
  • Advanced written and verbal communication skills, conduct meetings, convey complex pricing concepts to all levels of personnel, and must be able to communicate with both technical and business personnel.
  • Excellent working knowledge of software products including ProPricer, Excel, Word, Powerpoint.

Nice To Haves

  • Experience in a project environment preparing technical proposals.
  • Experience with project reporting, contract administration, cost/schedule planning, cost analysis and cost estimating.
  • Experience with estimating, costing and scheduling of large space mission systems/subsystems elements and small instrument builds.
  • Knowledge of Laboratory policies and procedures, NASA policies and procedures, and government regulations across a range of applications.
