About The Position

The North Carolina Department of Health and Human Services (DHHS) is one of the largest, most complex agencies in the state, and has approximately 17,000 employees. It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations including individuals who are deaf, blind, developmentally disabled, and mentally ill, and helping poor North Carolinians achieve economic independence. The primary purpose of this position is to manage state, county, and community-based efforts to develop, operate, expand, enhance, and coordinate services, programs, and activities to prevent child abuse and neglect, to strengthen and support families, and to prevent children’s entry into foster care through the provision of evidence-based interventions. This is accomplished through contract development, consultation, technical assistance, training, and policy analysis to statewide and community-based family support program and county child welfare agencies. This position will also support ongoing child welfare reform, prevention planning, continuous quality improvement, and cross-system collaboration.

Requirements

  • Master's degree in a discipline relative to the program from an appropriately accredited institution and three years of related experience; or Bachelor’s degree in a discipline relative to the program area from an appropriately accredited institution and five years of related experience; or an equivalent combination of education and experience.

Nice To Haves

  • Experience with child welfare, family support, and/or prevention programs.
  • Experience providing, implementing, or managing evidence-based family support, parent education, or child maltreatment prevention services.
  • Experience developing and managing contracts and budgets.
  • Experience collecting and analyzing data to identify technical assistance needs.
  • Knowledge of Implementation Science and Continuous Quality Improvement processes.

Responsibilities

  • Develop and administer statewide and local child maltreatment prevention service array under the Family First Prevention Services Act and other community-based family support services.
  • Provide continuous quality improvement, training, technical assistance, and monitoring to support Social Service regions, counties, and service providers.
  • Coordinate NCDHHS DSS Public Awareness Campaigns, Prevent Child Abuse Month and Family Support Month activities with contracted agency.
  • Facilitate focus groups, coordinate meetings, and give presentations.
  • Research and write applicable sections of federal and state reports.
  • Serve on relevant child and family focused cross-system committees and workgroups.
