About The Position

Colorado PACE has an immediate opening for a President - PACE. The President of PACE Services serves as the executive leader and full line-of-business owner for Care Synergy’s Programs of All-Inclusive Care for the Elderly (PACE). This role is responsible for ensuring exceptional participant-centered care, clinical excellence, and outstanding quality outcomes while maintaining financial sustainability, enrollment growth, regulatory compliance, and long-term strategic expansion. The President holds full accountability for participant experience, census growth, direct participant cost management, operational excellence, financial performance, and Board-level reporting. This position requires a seasoned PACE executive with demonstrated success leading complex, regulated healthcare organizations and achieving measurable operational and financial results. Care Synergy is a network of mission driven, nonprofit healthcare organizations dedicated to caring for very ill, frail, and primarily elderly individuals by keeping them at home and out of the hospital while maximizing comfort, dignity, and quality of life. The Care Synergy enterprise includes a group of collaborating nonprofit Affiliates across Colorado’s Front Range that share resources, expertise, and infrastructure to deliver high quality, compassionate care. Collectively, the enterprise generates approximately $100 million in annual revenue and serves thousands of individuals and families each year through hospice, home health, palliative care, CAPABLE, wellness, and PACE programs. Across the Care Synergy network, the organizations provide significant community impact, including more than 7,000 hospice patients served annually, more than 2,000 palliative care patients, more than 355,000 hospice days of care each year, and more than $1.6 million in charitable care provided annually. Care Synergy affiliated programs include The Denver Hospice, Pathways Hospice, Pikes Peak Hospice and Palliative Care, Colorado Visiting Nurse Association, CAPABLE, and Superior Medical Equipment, along with PACE programs including Colorado PACE and Pathways PACE.

Requirements

  • Minimum Education: Bachelor’s degree required.
  • Minimum Experience: Minimum of 10 years of progressive leadership experience in PACE with at least 5 years of Regional or National Operational responsibilities.
  • Demonstrated experience with full P&L accountability.
  • Proven track record improving enrollment growth, successful financial performance, and operational outcomes.
  • Experience leading both start-up and mature PACE environments required.
  • Required License: Colorado state driver’s license and proof of auto insurance (if applicable).

Nice To Haves

  • Master’s degree in Healthcare Administration, Business, Public Health, or related field preferred.

Responsibilities

  • Ensures delivery of exceptional, participant-centered care aligned with the PACE philosophy and CMS requirements.
  • Establishes and monitors measurable participant quality outcomes, satisfaction benchmarks, hospitalization rates, and care transition metrics.
  • Leads and oversees Eligibility and Business Development functions to drive sustainable enrollment growth and equitable access to services.
  • Establishes clear census growth targets and monitors referral pipelines, eligibility conversion rates, and enrollment cycle times.
  • Develops and executes strategic market expansion and partnership initiatives.
  • Holds full P&L accountability for the PACE line of business including revenue, medical expense ratio, direct participant costs, and operating margin.
  • Ensures direct participant care costs are managed within budgeted expectations while maintaining quality standards.
  • Manages utilization review governance to monitor high-cost participants and cost drivers.
  • Oversees invoice authorization and financial control processes to protect margin integrity.
  • Implements corrective action plans when financial or operational performance deviates from targets.
  • Partners with CFO and CEO with establishing enterprise-level KPIs for enrollment, cost management, quality, staffing efficiency, and margin performance.
  • Ensures full compliance with CMS PACE regulations and all applicable state and federal laws.
  • Serves as executive liaison to regulatory agencies and oversees survey readiness and corrective action plans.
  • Develops and presents annual strategic and operating plans to executive leadership and Board.
  • Provides structured monthly reporting on census, financial performance, regulatory compliance, and risk mitigation.
  • Builds and leads a high-performing interdisciplinary PACE leadership team.
  • Operates with urgency, anticipates operational and financial risks, and drives proactive solutions.
  • Ensures legal records and documents are appropriately created and maintained.

  • Annual Pay Range: $204,256 - $240,000 (eligible for Short-Term Incentive Plan)
