About The Position

Coordinates preservation planning activities for the community. Assists with mid and long-range preservation planning activities. Supports the Planning & Community Development Department by overseeing public/private partnership revitalization activities within targeted low-income neighborhoods. Coordinates revitalization efforts within designated areas between City staff and various groups and organizations working within the targeted areas. Attends neighborhood organization meetings in target areas. Assists groups with identifying neighborhood concerns and finding solutions.

Requirements

  • Considerable knowledge of the principles and practices of historic preservation as they pertain to the enforcement of local and historic preservation ordinance, Section 106 responsibilities under federal law, National Register nominations, technical issues of rehabilitation and the activities carried out as a part of the preservation plan.
  • Considerable knowledge is also required of the principles and practices of planning as they pertain to the design and the development of urban areas, planning research, zoning and community development activities.
  • Knowledge of common charter provisions and municipal ordinance, codes and regulations pertaining to historic preservation, planning, zoning and community development programs.
  • Working knowledge of the techniques required in the preparation of maps, charts, sketches and graphics.
  • Familiarity with current literature and recent development in the field of historic preservation and planning.
  • Some knowledge of research methodology and of standard statistical procedures.
  • Ability to make independent investigations, analysis and research on social and economic problems and to present conclusions and recommendations clearly and concisely.
  • Plan, organize, supervise and carry out research projects effectively.
  • Assist professional, technical and clerical staff engaged in routine planning, zoning and community development activities.
  • Establish and maintain effective working relationships with associates, subordinates, municipal officials and members of the general public.
  • Public contact necessitates the ability to communicate effectively, both orally and in writing.
  • Public hearings and presentations require the ability to address large groups of people.
  • Must meet the Professional Qualifications for preservation projects as stated in 36 CFR6.
  • Bachelor's Degree in Historic Preservation, Architectural History, Architecture, Planning, Archeology, History or closely related field required and four years of related work experience or Graduate degree in related field and two years of related work experience required.
  • All applicants must pass a drug screening and criminal background check prior to employment.
  • Any job offer made by the City is contingent upon the applicant passing the drug screening and background check.

Responsibilities

  • Assists with Federal Section 106 reviews of the City's CDBG.
  • Reviews projects to determine compliance with the Secretary of Interior's Standards and Guidelines for Rehabilitation.
  • Prepares historic resource survey forms as required to fulfill Section 106 responsibilities.
  • Monitors historic preservation fund grant projects including historic resource surveys and national register nominations.
  • Prepares annual reports and other required documentation to maintain the City's status as Certified Local Government.
  • Conducts studies and prepares recommendations and plans on conservation and redevelopment of historic resources.
  • Prepares recommendations related to current planning matters, both general and as they may specifically related to historic preservation.
  • Reviews and analyzes proposals and plans to determine general compliance with municipal and federal agreements, laws and recommendations as they relate to historic preservation.
  • Provides and assists the general public regarding revitalization methods and information.
  • Prepares staff reports for and facilitates the meetings of the Landmark Commission.
  • Performs all other related duties as assigned.
