About The Position

The Pre-Construction Manager plays a key leadership role in the company’s success by overseeing the estimating and pre-construction process. This position is responsible for preparing accurate budgets, bids, pricing and cost models while building strong relationships with clients, design partners, and subcontractors. The Pre-Construction Manager ensures projects are well-defined, financially sound, and set up for successful execution in alignment with company goals. This position is a working manager who will also handle estimates and support other Estimators.

Requirements

  • Bachelor’s degree in Construction Management, Civil Engineering, or related field (or equivalent experience).
  • 7 or more years of experience in estimating and preconstruction for a general contractor
  • 3+ years of leadership or team management experience.
  • Background in heavy industrial, municipal, or civil construction projects required.

Responsibilities

  • Overseeing the estimating and pre-construction process from concept through final bid.
  • Prepare budgets, detailed cost estimates, bid proposals, and value engineering options to meet client project goals.
  • Manage subcontractor and supplier proposal, evaluation, and selection.
  • Monitor design progress, costs, and schedules to ensure alignment with client expectations.
  • Provide leadership, coaching, and direction to estimating staff and project teams.
  • Support project managers during procurement and project handoff into construction.
  • Uphold company standards for safety, quality, and client satisfaction.
  • Communicate with the client to gain insights, understand their vision, and establish agreement on the project
  • Create metrics, review documents, and establish a timeline to generate valid estimates
  • Collect key construction documents, such as property plans, blueprints, technical drawings, and project specifications
  • Meet with multiple vendors and contractors to negotiate pricing and determine most suitable suppliers for construction materials, establish timelines, and determine project hours
  • Make visits to construction sites, warehouses, and other such venues to gather comprehensive insights about the project
  • Craft a work schedule to determine the total duration expected for project completion
  • Create a material takeoff and apply current pricing knowledge
  • Conduct risk assessments and planning for contingencies if the project experiences delays or unanticipated setbacks
  • Build relationships and maintain a directory of vendors, suppliers, and contractors
  • Monitor costs and adjust projections as the project progresses
  • Prepare cost, expenditure statements, and forecasts throughout the project
  • Work closely with key personnel, including engineers, architects, contractors, subcontractors, and business owners
  • Curate economic feasibility studies on plan modifications and the adjustments made to the preliminary expense plan
  • Process the required paperwork and permits for building sites
  • Stay up to date with building codes and industry trends
