The Department of City Planning (DCP) plans for the strategic growth and development of the City through ground-up planning with communities, the development of land use policies and zoning regulations applicable citywide and sharing its perspectives on growth and community needs with sister agencies in collaboration with the Office of Management and Budget (OMB). The Information Technology Division's (ITD) vision is to become a dynamic and vibrant technology delivery organization of the New York City government that leads business transformations and technology innovations to enable citizen-centric smart urban planning, while promoting a culture of collaboration, talent development, and equity. ITD is responsible for developing technology solutions to support agency needs and citywide asks, including City Charter mandates, grant funding requirements, and citywide geospatial services, and maintaining systems infrastructure and endpoint assets, to optimize operational efficiency, promote innovation, and collaborate with other city agencies to enhance service accessibility to citizens.

  • Design, build, and maintain solutions using Power BI, Power Apps, Power Automate, and SharePoint.
  • Develop and integrate solutions using scripting languages such as PowerShell, JavaScript, or Python.
  • Develop custom applications, dashboards, and automated workflows to address business needs.
  • Ensure all solutions are built for scalability, security, and ease of use.
  • Lead the design of data models and implementation of data visualization, dashboards, and reporting tools.
  • Partner with stakeholders to define key performance indicators and build dashboards.
  • Regularly update and improve data models for accurate reporting.
  • Identify opportunities for automation in business processes using Power Automate.
  • Connect Power BI to various data sources for seamless data integration.
  • Optimize Power BI performance using DAX, Power Query, and data visualization best practices.
  • Design and implement ETL processes using SSIS.
  • Optimize SQL queries and stored procedures using T-SQL.
  • Develop, customize, and maintain SharePoint sites, workflows, and lists.
  • Create responsive interfaces for Power Apps and SharePoint.
  • Collaborate with teams to document workflows and design process improvements.
  • Provide training, documentation, and support for Power Platform tools.
  • Establish and maintain best practices for Power Platform development.
  • Monitor usage, performance, and compliance of solutions.
  • Stay updated on Power Platform updates and trends.
  • Work closely with UI/UX designers, business analysts, project/product managers, and application developers.
  • Collaborate in an agile environment, participating in sprint planning and daily stand-up meetings.
  • Use version control systems for managing designs and codebases.
  • Estimate time required to complete tasks accurately and prioritize multiple tasks.
  • A baccalaureate degree from an accredited college with 24 semester credits in computer science or a related field and 2 years of satisfactory full-time software experience.
  • A four-year high school diploma or its educational equivalent and 6 years of full-time satisfactory software experience.
  • A satisfactory combination of education and experience equivalent to the above.
  • Experience in a project leader capacity or as a major contributor on a complex project.
  • Bachelor's degree in Computer Science or a related field; Master's degree is a plus.
  • 5+ years of experience in Power BI, Power Apps, SharePoint development, and SQL Server integration.
  • Proven experience as a Power Platform Developer.
  • Strong analytical skills with the ability to interpret complex data sets.
  • Experience with Microsoft Azure services.
  • Microsoft certifications on Power Platform, Power BI, SharePoint, or SQL Server.
  • Proficiency in languages such as Python, JavaScript, or C#.
  • Experience with Agile methodologies, including Scrum or Kanban.
