About The Position

WSP is currently initiating a search for a Power Delivery Project Manager for our Amarillo, TX location. Be involved in projects with our Program Management Team and be a part of a growing organization that meets our clients' objectives and solves their challenges. This Opportunity Provides technical, administrative, and commercial project management leadership for the delivery of Power Delivery projects, including electric transmission, distribution, and substation infrastructure, in accordance with WSP’s core values, established project management methodologies, and the contractual scope of services agreed upon with utility and energy sector clients. Responsible for the overall performance of assigned Power Delivery projects of moderate size and complexity and/or local to regional scope, including oversight of project financials, budgets, forecasting, earned value, schedules (CPM), technical execution, client satisfaction, quality assurance/quality control (QA/QC), health and safety, and risk management. Ensures full adherence to responsibilities across the end‑to‑end project lifecycle—including proposal development, project startup and planning, engineering coordination, procurement support, construction execution, reporting, and project closeout—with deliverables documented, governed, and audited to meet or exceed corporate standards for safety, execution excellence, profitability, regulatory compliance, and operational performance within a Power Delivery and utility infrastructure environment. This specific position will be responsible for the upfront project development and planning during stage 1 and stage 2 of the project lifecycle. This consist of developing projects scopes of work and estimating with functional groups. Your Impact Oversee and lead cross‑functional Power Delivery project teams (engineering, design, construction, project controls, and support staff) to plan and estimate mid‑level and concurrent transmission, distribution, and substation projects, including management of project estimate budgets, hours and expenses, labor and material quantities, equipment costs, deliverables, compliance documentation, and contractual obligations in accordance with utility, EPC, and client contracts. Contribute to the development of Power Delivery project proposals, including cost estimates, scopes of work, schedules (CPM), execution strategies, and resource plans supporting utility capital programs. Establish and enforce the appropriate level of technical, constructability, and design reviews, selecting qualified engineering and discipline leads, and ensuring compliance with QA/QC programs, utility standards, and WSP quality plans. Support margin analysis, profitability forecasting, and contingency planning, establishing margin targets, risk allowances, and mitigation strategies across assigned Power Delivery projects or portfolios. Coordinate and assist with the technical and commercial aspects of contract negotiations, scope alignment, client presentations, and execution meetings with IOUs, IPPs, cooperatives, and public power clients. Develop, maintain, and update Project Initiation and governance documentation, including Risk Registers (REF/RMP), Project Management Plans (PMP), Project Quality Plans (QP), Project Safety Plans (PSP), and Communications Plans, in accordance with WSP and client requirements. Oversee project controls functions, including budgeting, forecasting, CPM scheduling, cost control, change management, and risk management, ensuring alignment with project execution plans. Coordinate with area, technical, and resource managers to address staffing, specialty expertise, subcontracting, and vendor support needs in a timely manner across Power Delivery projects. Proactively identify, communicate, and escalate Health & Safety incidents, regulatory issues, and significant client concerns to senior project management and leadership, in accordance with WSP safety and governance requirements. Participate in and support problem project and recovery reviews, providing root‑cause analysis, corrective action recommendations, and recovery planning input to leadership and stakeholders. Provide regular, structured project reporting to clients, technical leadership, and business unit managers, identifying emerging risks, scope changes, schedule impacts, and budget variances. Maintain current knowledge of project management methodologies, PMAP standards, utility delivery practices, and Power Delivery industry trends. Exercise responsible and ethical decision‑making regarding company funds, project risks, client commitments, and professional conduct, in accordance with WSP’s Code of Conduct and corporate policies. Perform additional responsibilities as required.

Requirements

  • Bachelor’s degree in Project/Construction Management, Engineering Technology, Physical Sciences, or a related technical discipline, or equivalent professional experience within an A/E/C firm, utility, EPC, or power delivery consulting environment.
  • 5-7 years of progressive post‑education experience in a project management role or construction, preferably supporting power delivery, transmission & distribution (T&D), substation, or utility capital projects of 115kV or higher.
  • Sound understanding of the project delivery lifecycle within the A/E/C and utility industries, including proposal development, project initiation, engineering coordination, procurement support, construction execution, commissioning, and project closeout, with a well‑defined background in Power Delivery project management.
  • Well‑developed analytical, organizational, and project controls skills, with demonstrated business and commercial acumen to bridge financial performance, risk management, and technical execution.
  • Competent critical thinking and problem‑solving skills, including the ability to apply project management principles, schedule and cost analysis, forecasting, and risk‑based decision‑making to achieve optimal Power Delivery project outcomes
  • Highly effective interpersonal and communication skills, with the ability to interact professionally and persuasively with utility clients (IOUs, IPPs, Co‑Ops, Munis), subcontractors, consultants, and internal leadership.
  • Demonstrated self‑leadership and accountability, with strong attention to detail, quality, multitasking, and adaptability in a dynamic Power Delivery and utility project environment.
  • Ability to work independently with minimal oversight, while providing technical guidance and leadership to junior project managers, engineers, and support staff, with strict adherence to QA/QC, safety, and delivery standards.
  • Competency in technical writing, project documentation, office automation, and project management software, including Microsoft Office (Word, Excel, Visio, Project, SharePoint), scheduling tools, and Power Delivery PM platforms.
  • Demonstrated effectiveness coordinating project resources and directing consultants, suppliers, subcontractors, and vendors, ensuring safe, efficient, and compliant execution of Power Delivery project tasks.
  • Proven commitment to workplace health, safety, and environmental compliance, including adherence to WSP health and safety programs, drug/alcohol policies, and harassment‑free workplace standards.
  • Ability to support project‑driven schedules, including extended hours or outage-related work periods, as required for utility and Power Delivery projects.
  • Willingness and ability to perform occasional travel to support client engagement, project sites, and regional Power Delivery initiatives.
