About The Position

The IT Portfolio Project Manager for Medicaid and CHIP Services is selected by and accountable to the Health and Human Services Commission (HHSC) Deputy Chief Information Officer (DCIO) for Customer Experience and Delivery. The position performs advanced (senior-level) Information Technology (IT) portfolio management work. Work involves establishing and operating uniform principles, practices and processes for IT project, program and portfolio management HHS system-wide with focus on MCS Division; establishing the strategic IT portfolio plan; coordinating the planning and initiation of a portfolio of projects at various levels of completion; oversees high-priority projects, which often require considerable resources and high levels of functional integration; takes projects from original concept through final implementation; interfaces with all areas affected by the projects, including end users, subject matter experts, and vendors; ensures adherence to quality standards and reviews project deliverables; communicates with program executives regarding the status of specific projects; monitoring the progress, budgets, and schedules of portfolios. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Requirements

  • Ability to analyze complex information and develop plans to address identified issues. Knowledge of leading state government IT project portfolios and overseeing complex information technology projects and programs.
  • Graduation from an accredited four-year college or university with major coursework in business administration, computer science, management information systems, or a related field is generally preferred. Experience and education may be substituted for one another on a year for year basis.
  • At least 5 years of experience in IT is required.

Nice To Haves

  • Project Management Professional (PMP), Program Management Professional (PgMP) or Portfolio Management Professional (PfMP) certification preferred.
  • Experience in large client management and in program/portfolio management, IT operational support, and IT Governance is preferred.
  • Experience in developing product roadmaps and strategic technology roadmaps and in portfolio management and/or enterprise project management in relevant areas of project assignment is preferred.

Responsibilities

  • Provides leadership of HHS IT project portfolio management for all technology projects with a clear focus on Medicaid/CHIP Services; provides project guidance and training to ensure projects are implemented in accordance with applicable federal and state law and HHS System and agency IT policies; standardizes project management functions and provides consistent expectations to ensure project managers operate as a cohesive team that works across the HHS system; establishes goals and objectives that support overall strategies; facilitates complex decision making among multiple executive stakeholders with different interests and priorities; accountable for intake, execution, and managing the oversight of strategic programs and projects approved and budgeted.
  • Plans, develops, and approves schedules, priorities, and standards for achieving goals; assures that applicable HHS system and agency IT policies, standards, and procedures are followed; responsible for maintaining accurate project execution data within the PPM systems (or other Project management platform) and ensuring all project artifacts are centralized within project site document repository and must provide timely and accurate status reports and proactively escalate issues for resolution; accountable for leading project objectives cross-functionally, by facilitating the definition of project scope, goals, benefits and deliverables, defines project tasks as well as develops full scale project plans; establishes, implements, coordinates, monitors and evaluates supplemental policies, standards, and procedures pertinent to IT project, program and portfolio management are integrated and consistent with HHS and agency IT policy and applicable laws; reviews guidelines, procedures, rules, and regulations, and monitors compliance.
  • Supports information collection and reporting to entities such as the HHS system, the Texas Department of Information Resources (DIR) and Federal Agencies; manages expenditures to assure allocated budget is not exceeded and in accordance with applicable laws, policies, and procedures; reviews and approves management, productivity, and financial reports and studies; reviews budgets and provides input to the CIO for final approval; assures that the selection, supervision, development, and work environment of employees and contractors is in accordance with applicable laws, policies, and procedures; manage priorities across multiple teams/projects, platforms.
  • Plans and manages the PPM portion of IT division initiatives; directs the development of plans that include stakeholder perspectives and consideration of cost and benefits; implements plans in accordance with federal, state, HHS system and agency standards and guidelines; develops goals and objectives consistent with the HHS System and agency strategic plan; communicates decisions and instructions to executive management, data owners, and end users to minimize disruption to business operations; works in coordination with the HHS IT leadership team and HHS system IT directors to identify and resolve PPM-related issues. Provides leadership, guidance and assistance to HHS IT staff; develops and implements program technology evaluation activities.
  • Hires and manages staff and recommends appropriate personnel actions. Provides direct reports with work assignments, clear direction on responsibilities and performance expectations. Conducts performance evaluations. Oversees the development and advancement of staff through training and development plans. Disseminates information and management decisions to staff regarding departmental activities. Provides staff with tools and information needed to carry out their responsibilities successfully. Reviews and approves leave and carries out other expected human resources activities. Provides direction to subordinate managers regarding activities and operations of their functional areas and oversees the improvement of the program operations.
