The Portfolio & Project Controls Manager (Manager 1) at the Seattle Department of Transportation (SDOT) plays a crucial role in enhancing project monitoring and reporting processes. This position is responsible for leading the development of tools and methods that support project delivery and portfolio management, ensuring transparency and accountability in operations, maintenance, and capital infrastructure projects. The manager will collaborate across departments and support the implementation of project controls services, contributing to the overall mission of providing safe and affordable transportation in Seattle.

  • Refines existing tools and develops new tools that enhance program and project delivery, portfolio management, and controls.
  • Leads the expansion of PPM (Portfolio Project Management) software for use in other divisions to facilitate project scope, schedule, budget, cost, and risk information.
  • Supports Divisions by providing project controls services, including baselining, realigning, and analyzing program and project workplans.
  • Coordinates with program owners and project managers to document changes in scope, schedule, cost, budget, and risks.
  • Ensures tracking/reporting mechanisms accurately reflect program and project status.
  • Supports the implementation and ongoing operation of the PPM software system, including developing and documenting new business process standards.
  • Acts as a liaison with Finance Analysts on funding plans for SDOT's capital projects.
  • Leads and supports the development of dashboards and reports utilizing various data sources and software.
  • Bachelor's Degree in Architecture, Engineering, Business Administration, Urban Planning, Construction Management, or related field.
  • Three (3) years of experience working with project controls on large and complex capital projects.
  • One (1) year of supervisory experience that includes the assignment of employee work, employee evaluation, and performance management.
  • Proficient in MS Power BI, MS Excel, Tableau, Clarity PPM, and MS Word.
  • Strong team building and collaboration skills.
  • Effective communication skills, including verbal, written, and presentation capabilities.
  • Excellent written and oral communication skills and a high level of customer service skill.
